ACCA (the Association of Chartered Certified Accountants) – a globally recognised professional accountancy body providing qualifications and advancing standards in accountancy worldwide – has long been at the leading edge of governance best practice with regards to regulation and discipline. It introduced lay oversight of its disciplinary arrangements in the 1980s and was the first accountancy body to open its disciplinary hearings to members of the public in the 1990s. ACCA supports a diverse community of over 247,000 members and 526,000 future members in 181 countries.

ACCA is now seeking to make a Lay Member appointment to its Appointments Board. The Appointments Board is a sub-Board of ACCA’s Regulatory Board, which was established by ACCA’s Council in 2008 to place oversight of ACCA’s regulatory arrangements at arm’s length from Council and from ACCA’s other professional body activities. The Appointments Board is responsible:

    \n\t
  • for the appointment, assessment and removal of panel members (chairs, lay and accountant committee members, disciplinary assessors, regulatory assessors and legal advisers)
  • \n\t
  • for safeguarding the integrity of ACCA’s disciplinary and regulatory process by ensuring there is an appropriate number of experienced panel members available at all times.

Applications are sought from individuals who can demonstrate an independent mindset and a well-developed understanding of good governance practice in respect of regulatory matters. The appointee will bring independence and clarity to the role, showing an understanding of ACCA’s obligations to operate in the public interest and must not be a member, affiliate or student of ACCA.

\n\n

Candidates will need to meet the following skills criteria:

\n\n
    \n\t
  • experience of working in regulated sectors (including an understanding of good practice and associated regulatory requirements). Experience of working in the accountancy sector is not required
  • \n\t
  • an understanding of ACCA’s obligations to operate in the public interest, under the terms of its Charter and statutory recognitions
  • \n\t
  • knowledge and/or an understanding of regulatory and disciplinary matters in the context Of A professional body would be advantageous but is not essential
  • \n\t
  • experience Of Appointing (and removing) individuals and Of Appraising and managing the performance of individuals
  • \n\t
  • knowledge of the role of independent tribunals/panels would be advantageous but is not essential.

The Appointments Board normally meets four times per annum. Meetings are held virtually as a default, but one meeting per annum may be held in person in London. In addition, Lay Members of the Appointments Board are required to observe ACCA’s hearings from time to time. ACCA has a remote first approach to hearings, however, it is possible that a hearing may be held in person in London. The estimated total time commitment is 8-12 days per annum however, this may be higher depending on the level of panel member sourcing required in any given year.

Lay Members of the Appointments Board will be paid a competitive rate per meeting and observation, plus reasonable travel expenses for any in person meetings. Lay Member appointments are for an initial three-year term, with potential for re-appointment for a second three-year term.
