The National Infrastructure Commission was established in 2016 to provide government with impartial, expert advice on major long-term infrastructure challenges. The Commission advises government on all sectors of economic infrastructure (energy, transport, water and wastewater, waste, flood risk management and digital communications), as well as on cross-cutting issues, including planning, regulation and financing/funding.
About the roles
We are looking for two Analytical Advisors to provide impactful analysis and insights across a range of areas, including cross-cutting themes of levelling up, net zero, and environment and climate resilience. Analysts at the Commission typically lead development of the quantitative evidence base underpinning our projects, drawing from theories and methods used commonly in economics, operational research and social research. You will work closely with policy and communications experts, and experts across government departments, academia and industry. As a small analytical team we have a strong focus on working together, sharing ideas and supporting each other's development. As a small organisation, there is significant opportunity to get exposure to senior officials, Commissioners and business leaders.
Key accountabilities
An indicative list of priorities include:
- Applying and developing existing modelling which looks at the impact of policy recommendations on different groups of people (distributional analysis)
- Working with senior analysts to deliver analysis on projects including:
- electricity distribution networks;
- modelling demand, creating scenarios and taking a strategic view of the system;
- Infrastructure costs;
- international benchmarking of data, communicating complex frameworks and systems thinking;
- water quality and wastewater; understanding investment in water quality, linking to environmental outcomes.
- Developing and leveraging relationships with analysts in government, industry and academia to advise and steer the Commission's work
- Supporting the wider analytical team with quality assurance
About you
We are looking for experienced Analysts with a degree in a relevant analytical subject. You'll have experience of producing analysis of social or economic policy using large datasets and dealing with complex spreadsheets. At least one of the roles will require proficient knowledge of working in R, with the ability to develop new models and to review, update and manage existing models, and apply these to real-world policy questions. We are also looking at your ability to communicate with others in a clear, honest and enthusiastic way, and explain complex issues in a way that is easy to understand, as well as communicate effectively in writing. Lastly, good interpersonal skills and the ability to form effective partnerships and relationships with people both internally and externally, from a range of diverse backgrounds, and sharing information, resources and support.
