Pay Range
$206,490 - $265,188 Annually for the SEL.4 level
$247,800 - $318,216 Annually for the SEL.5 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for an Associate Program Leader (APL) for Subsurface Energy in the Energy Security (E) Program within the Global Security (GS) Principal Directorate. You will have responsibility for leading the development and execution of a portfolio of advanced work in energy security with a primary focus on activities intersecting with subsurface resources and associated technologies. This includes geothermal, subsurface hydrogen, energy storage, and petroleum applications. You will serve as a creative key member of the Energy Security Program management team and will contribute broadly to the leadership and strategic objectives of thE Program. This position is funded by a small fraction of effort in Global Security; the majority of your assignment will be through direct programmatic work on projects not covered by this posting.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
In this role, you will

  • Provide leadership and technical direction to personnel engaged on Subsurface Energy projects, including establishing and communicating schedules, cost requirements, and Department of Energy (DOE) Headquarters’ and other stakeholders’ priorities and needs.
  • Champion new Subsurface Energy program growth opportunities through interactions with current and potential sponsors and the development of research proposals.
  • Develop an integrated strategy for the Subsurface Energy area consistent with overall Energy Security Program strategic approach, utilizing key knowledge, experience, and insights of related technologies.
  • Influence strategic technical decisions made by GS/E Program leaders and external clients.
  • Collaborate with E Program and GS Principal Directorate leadership and staff to ensure that the Subsurface Energy Program activities meet Laboratory and DOE financial, property and Environmental, Safety, and Health (ES&H) requirements.
  • Develop, maintain, and enhance engagement with current and potential sponsors, industrial and academic partners, and other stakeholders. Enhance the visibility of LLNL work through engagement with external stakeholders.
  • Recruit, hire, mentor and develop high quality staff to support the portfolio and assist in their professional growth and advancement in the energy security area. Provide performance input and rating on staff.
  • Perform other duties as assigned.

Additional job responsibilities, at the SEL.5 Level

  • Provide technical expertise to the portfolio, ensuring excellence in execution of Subsurface Energy technical work; maintain and ensure quality standards for deliverables, publications, and presentations; manage and report on the portfolio to achieve established goals and objectives within schedule and budget constraints; and establish and implement a strategy for highly complex projects.
  • Cultivate relationships with U.S. Government sponsors and technology leaders, providing technical input and developing or refining new concepts to support Subsurface Energy technology priorities and promote LLNL skills, expertise, and technologies.
  • Interface with the other national laboratories and partners that have responsibilities to improve Subsurface Energy technologies, representing LLNL at meetings that require coordination for projects within the Energy Security Program.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Master's degree in engineering or science, or the equivalent combination of education and related experience.
  • Significant experience and subject matter expert knowledge in research and development in Subsurface Energy technologies and their intersection with other elements of the energy system.
  • Successful track record growing programs through proposal writing and sponsor engagement.
  • Significant experience successfully managing and leading multidisciplinary teams with successful history of producing high quality technical products.
  • Demonstrated ability to motivate and collaborate with other personnel in achieving project objectives.
  • Significant experience developing and articulating strategic direction and value proposition. Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise, senior management and external sponsors.
  • Significant experience working with the Department of Energy Applied Energy Offices.
  • Experience partnering with other laboratories and outside organizations.
  • Ability to travel off-site for sponsor and customer interaction.

Additional qualifications at the SEL.5 Level

  • Extensive experience leading highly complex international and domestic program management issues and proposing/leading creativE Program development activities.
  • Experience collaborating with high level teams to provide training and participate in technical exchanges, as well as negotiating statements of work, timelines, and deliverables.
  • Extensive experience providing technical leadership to multidisciplinary, multinational technical teams.
  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise senior management and external sponsors.

Qualifications We Desire

  • PhD in engineering or science.
  • Experience managing and leading R&D project portfolios.
  • Experience working with the Department of Energy’s Office of Fossil Energy and Carbon Management, Geothermal Technologies Office, and related programs.
  • Knowledge of LLNL and sponsor project management applications and accounting systems.

This position requires a Department of Energy (DOE) Q-level clearance.
