Building Services Manager
Job Type: Full Time, Permanent.
Location: Birmingham.
Salary: £30,487 - £32,982 per annum.
The Role
This role will be responsible for the management of the University Estate Maintenance, this includes the direct line management of in-house maintenance team, and the management of contractors. This role includes the management of Preventative and reactive maintenance to the campus. The role is also responsible for ensuring all regulatory compliance testing is adhered to, to ensure the safe operation of the campus.
The role is extensive and varied, so excellent communications skills and the ability to promote teamwork and engagement are essential to this role. This role requires occasional out of Hours working, and participation in the on-call arrangements.
Key Responsibilities
- The post holder will deputise for the Facilities Manager as required to represent the Estates department.
- To provide leadership for the Estates maintenance department.
- To take the lead and responsibility for health and safety and compliance for the department and university buildings. To manage risk and audit of all areas of provision with relevant sector codes of practices.
- Be responsible for the recruiting and developing of staff members and undertaking of appraisals within the Estates department. Working closely with the HR training team.
- As a key member of the Estates team, the role holder will attend and represent the University at student and staff forums, and at external events.
- Strategic leadership of the Estates department for enhancement of the student experience.
- Will be a member of the University Incident Team, and manager estates related emergencies.
- Will participate in the Estates out of hours call out rota.
- When necessary, will attend and sit on the University Health and Safety Committee - or fill in for the Facilities Manager in their absence.
- Will motivate, lead and manage all direct reports, setting individual objectives and managing performance to achieve departmental objectives and targets.
- Act as one of the Deputy Fire Officers and ensure all fire regulations are upheld.
- Develop procedures and policies for the Estates department, reviewing and updating policies in line with legislative requirements, ensuring student and staff satisfaction with campus facilities.
- Drive operational change and improvement by establishing efficient day to day operations within Estates department.
- Support and input into the prevent strategy and supporting procedures. Support staff development, appraisals open communication, promoting staff development.
- Support Eco Campus developments, green week, fair trade.
- Responsibility for the University grounds and the Gardening Contract
- Develop and Maintain the building materials register.
- Ensure all compliance checks are completed and any rectification are made. (e.g PAT, Fixed-wire, Legionella, asbestos, lifts, Gas Safety, etc)
- Act as the 'Responsible Person’ for ensuring compliance, and managing the risk
- To ensure that appropriate standards and service plans are agreed in respect of services provided, including where appropriate the development and management of service level agreements.
- Liaise with the University Health and Safety Officer to ensure safe working, and reporting on any issues that could affect users of the campus.
- Review all method statements and risk assessments of contractors on the university estate, including those working for other departments.
- Manage the control of contractor’s procedure.
- Management of the hot working procedure - liaising with the campus safety advisor
- To support the Director of Estates and Campus Services, and the Facilities Manager, during Capital Projects or large-scale revenue works.
- Skills &Qualifications
- Degree level qualification or HND or other engineering qualification.
- Customer service training.
- Health and Safety qualification.
- Extensive experience of managing buildings, maintenance teams and/or safety in occupied buildings.
- Extensive experience of managing contracts, and people.
- Ability to work with a wide range of people, and stakeholders.
- Budget management - and finding cost effective solution to problems.
- Strong staff management skills.
- Deliver change management within a complex department.
