Job description

This is an exciting opportunity to join the Local Transport Directorate within the Department for Transport as part of our high profile, flagship Network North programme.

The Local Transport Directorate is right at the heart of the Department for Transport’s business. Most journeys made in this country are short and local. They are the journeys that we all make, if not every day, many times a month. Our work makes a huge difference to the daily lives of millions, across England and across the UK, whether they are by bus, tram, walking or cycling.

The Prime Minister announced that Bus Services will be transformed by a series of funding programmes, which will deliver:

  • Higher frequency services to make it easier for people to get around at any time of day.
  • More ‘turn up and go’ routes where people won’t need timetables to plan journeys.
  • New priority schemes so buses avoid congested routes.
  • More affordable, simpler fares.

The successful candidate will lead the strategically significant BSIP (Bus Service Improvement Plans) programme and ensure the delivery of over 500 projects underway across the country. We want you to identify the issues, set the agenda, and work with the Bus Reform team and local authorities to ensure bus transformation is delivered. There will be a particular focus on delivering Network North; and as well as managing the programme you will also represent the Department in its relationship on buses with one or more of the major cities in the north and Midlands.

Responsibilities include but are not limited to:

  • Leading programme delivery of the £1,085m BSIP programme in 37 local authorities, and £160m BSIP+ programme in 62 local authorities.
  • Programme management and financial management, including tracking progress and identifying risks and issues, resolving and escalating where appropriate.
  • Being the Relationship Manager for two or three of the largest and/or most challenging Local Transport Authorities (LTAs) in receipt of BSIP funding, providing both support and challenge to their delivery, being their primary point of contact for queries and ensuring they meet the terms of their funding agreements.
  • Building relationships with variety of external and cross-Government stakeholders.

About you:

We are looking for enthusiastic and proactive candidates with strong leadership qualities who can communicate clearly and confidently to a diverse range of stakeholders, including senior officials and ministers.

You enjoy building effective working relationships with a wide range of stakeholders, including at times at a very senior level. You are confident and skilled in providing challenge where necessary to ensure the best outcomes are delivered. You take an evidence-based approach, are highly organised and able to effectively prioritise workload to adapt to changing demands. You keep in mind the bigger picture and look beyond the status quo to see how things could be improved.

You will have experience leading on programmes or projects, including financial management and handling of complex data sets. You will also have excellent written skills.

Additional Information:

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement, for the successful candidate to be able to work at least 30 hours per week.

CVA minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

You will be required to travel monthly to other DfT offices and attend meetings and visits around the UK.

Selection process details

For your Personal Statement, please provide detailed evidence of the following:

Your Personal Statement will be limited to 750 words. Each behaviour example will be limited to 250 words.

Should a large number of applications be received, an initial sift may be conducted using the lead behaviour which is Managing a Quality Service. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to interview.

The sift is due to take place from week commencing 11th March 2024.

Interviews are likely to be held from week commencing 22nd March 2024.

The selection process will be designed specifically for the role. As a result, your assessment will include:
