Job summary
Forestry and Land Scotland (FLS) is an Executive Agency of Scottish Government that manages Scotland’s Forest and Land on behalf of Scottish Ministers. FLS is a dynamic organisation that operates in a wide diversity of sustainable business domains, including commercial forestry, recreation, wildlife management and renewable energy.
Within FLS, the Records and Data Protection Team sits within our Corporate Services function, supporting a range of forestry, land management, estate development and business activities.
FLS is on a transformation journey to modernise their records management practices through the implementation of best practice, new business processes and the development of their electronic records management.
As a result, FLS is looking for an enthusiastic and resourceful Business Analyst to play a key role in supporting the records management project. The post-holder will provide a vital role helping conduct business process reviews and identify business requirements.
Job description
The purpose of this role is to bring business analysis expertise and knowledge to the project and to work closely with the Records and Data Protection team, users and application consultants to ensure we deliver on our information and records management requirements. This will include development of a Business Classification Scheme (BCS), a restructured file area and establishing electronic records management requirements. Eliciting information, documenting and managing the prioritisation of complex requirements is a key feature of the role.
You will use data analytics to assess process, determine requirements and deliver data-driven recommendations. Core and new business analysis techniques will be utilised to illustrate a clear view of current business activity and processes, utilising lean thinking and analytical experience to propose future states.
Collaboration with key stakeholders within FLS business units is a key feature of the role to ensure a deep understanding of their end-to-end processes and the context in which they operate. In addition you will provide a central liaison function between the business and internal/external partners, including technical and product specialists.

Experience
Essential:
- Experience applying a variety of business analysis tools and techniques, including conducting workshops, identifying and analysing options, capturing user stories, modelling and analysing business processes;
- Strong planning and communication skills;
- Excellent communication, influencing and presentation skills; and
- Experience of engaging with colleagues at all levels, including up to most senior.
Desirable:
- Experience of working on projects that delivered substantial organisational change;
- Experience of working on an Information Management or Records Management transition project;
- Strong Business Intelligence and data management expertise;
- Experience of working with external stakeholders; and
- Experience at managing and delivering projects.
Technical
Essential:
- Excellent analytical, modelling and documentation skills;
- Proven experience of successfully communicating analytical findings, easily understood by stakeholders; and
- An understanding of risk and risk management techniques.
Desirable:
- ISEB/BCS Modelling Business Processes or equivalent;
- Agile or other similar process optimisation and data modelling skills/qualifications;
- A recognised project management qualification; and
- Proficient in the methods, techniques and tools for effective management of projects.
