As a Business and Commercial Manager, you will be part of the Operations team that supports two cutting-edge scientific divisions: Vaccine Development, Evaluation & Preparedness (VDEP) and Diagnostics and Pathogen Characterisation (DPC). These divisions provide a vital laboratory-based service to tackle infectious diseases, especially those with pandemic potential. You will work alongside world-class researchers who test vaccines against COVID-19 and other emerging threats, and who develop diagnostic tools to identify and characterise pathogens.
Your main responsibilities will include leading the commercial and procurement aspects of the business, ensuring the smooth and efficient operation of the divisions, and developing the role to meet the changing needs of the organisation. Responsibilities section:
The job holder will be required to carry out the following responsibilities, activities and duties:
- Ensuring continued compliance to the UKHSA Investment Governance model for purchases across VDEP/DPC; provide leadership and expertise in this area
- Contribute to and support the delivery of the VDEP/DPC Capital programme and related purchases.
- Liaising with and supporting UKHSA project leads and scientific staff in crafting business cases and tender specs for larger value purchases and contracts.
- Lead on contract management where required and liaise with others to ensure that UKHSA resources are utilised effectively for the contracting purpose and financial returns are maximised.
- Reporting through line manager on a regular basis to critically evaluate the results of activities and key issues in areas of responsibility.
- Developing and managing a portfolio of assigned projects as directed by line manager and Head of Operations, including input to VDEP/DPC strategies and policies for short and long-term commercial plans.
- Review with line manager and team, information to streamline purchases and contract generation and to prioritise demand-led work activities to deliver a high quality and value-adding service to UKHSA project staff.
- Provide reports as required, prepare presentations, and participate as the VDEP/DPC representative as required with internal and external colleagues, stakeholders and customer
- To perform any other duties required by the line manager commensurate with grade.
- To ensure that the department undertakes work in accordance with the UKHSA’s code of safety practice and to work within any Quality Systems that are applicable to the site.
- To comply with all UKHSA policies and procedures.

Essential Criteria:

Essential
- Honours Degree in a relevant Life Sciences related subject, or demonstrable experience in a similar position
- Proven experience of delivering effective verbal and written communications to stakeholders at all levels, both internally and externally
- Strong track record of working in a process-driven environment whilst being open and reactive to change and flexible when needed
- Demonstrable experience in successfully managing projects and operations end-to-end
- Experience in gathering user requirement specifications
- Excellent time management skills - ability to organise workload effectively, prioritising work as necessary often in a continuously changing environment.
Desirable
- Experience or working knowledge of the laboratory environment
- Experience of writing or contributing to Business Cases and Tender Specifications
- Knowledge of public sector regulatory compliance and governance issues
- Experience of contract management
