As a Civil Enforcement Officer you will be passionate about making a difference. Your day to day role will be to enforce parking restrictions through issuing penalty charge notices. Whilst patrolling your dedicated beat you will be a Council Ambassador helping members of the public with their general queries.

About the role 

As our next Civil Enforcement Officer you’ll be the public face of parking services and a Council ambassador. It will be your role to enforce parking restrictions in a fair and consistent way, issuing Penalty Charge Notice as required. You will be allocated a daily beat in the Leeds district, to which you will patrol the streets and car parks, to check traffic regulations are being followed.  The majority of shifts will be patrol by foot in all weather, you may also be allocated a  van or camera car to patrol. 

The role is integral to our evening team that works 6 nights a week and on a day time on Sunday. You will be given a monthly rota to follow and will work 2 out of 6 nights between 17:30 & 23:00, Friday 17:30-3:00, Saturday 17:30-2:00 & Sunday 16:30-23:00. 

In addition to your annual salary you will be paid shift enhancements and weekend enhancements.

Job Description

Job Purpose 

To assist in the day to day running, monitoring and control of the City’s on and off-street vehicle parking and assist in environmental enforcement. The postholder will be required to wear a uniform and always provide a high standard of customer service to members of the public. 

Responsibilities

  • Patrol identified beats, inspecting parking, identifying contraventions, and issuing Penalty Charge Notices. 
  • Reporting environmental problems and issuing Fixed Penalty Notices for litter and dog fouling where appropriate. 
  • Operate CCTV equipment and issue Penalty Charge Notices via Bus Lane Enforcement and mobile CCTV (Camera Car).
  • Operate and observe CCTV equipment in the multi-storey car park and report suspicious and unacceptable incidents.
  • Inspect parking control equipment and parking facilities and report necessary maintenance and repairs and issue suspension tickets as appropriate. 
  • Authorise vehicle removals and wheel clamping as required.
  • Direct and organise parking in on and off-street facilities, undertake security observations and report suspicious and unacceptable incidents.
  • Drive an authorised vehicle and use a two-way radio communication system in connection with duties.
  • Undertake duties on cash collection service and carry out administrative duties as required.
  • Remove vandalised debris and litter from off-street facilities, undertake minor maintenance tasks including cleaning the facilities and minor remedial painting.
  • Attend court if required.
  • Work within the Health & Safety Policies taking responsibility for your own safety and that of others.
  • Flexible and adaptable to change to assist other services as required commensurate to grade  
  • To participate in appraisal, training and development activities as necessary to ensure up to date knowledge and skills
  • To improve own practice through observation, evaluation, discussion with colleagues and development programmes.
  • To work collaboratively with colleagues, knowing when to seek help and advice.
  • Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested.
  • Be aware of and comply with Leeds City Council policies and procedures e.g. child protection, health, safety and security, confidentiality and data protection, reporting all concerns to an appropriate person

Qualifications

Essential requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.

  • Able to work flexibly across different work locations and areas as appropriate.  
  • Hold a full current driving licence.
  • Must be capable of walking all day on the level and up/down steps.
  • Able to work under minimum supervision.
  • Observant/able to note detail.
  • Able to deal courteously and effectively with people at all levels.
  • Able to deal sympathetically with all members of the public, some of whom may be impatient & confrontational.
  • Able to use two-way radio and telephone to contact base and receive instructions.
  • Possess basic computer skills.
  • Able to work together with other partner organisations (e.g. Police).
