Hours: 26 

Contract: Permanent 

Location: Civic Hall

About you

As a Civil Enforcement Officer Supervisor, you will bring to the role:

  • The ability to supervise & develop staff, working as part of a team and on your own initiative ensuring that all targets are met. 
  • Be confident in making key decisions, solving issues and motivating the team. 
  • An extensive knowledge of traffic regulations and parking enforcement in the Leeds district . Along with exceptional knowledge of TMA 2004
  • Strong communicator & be a good listener. 
  • Willingness to actively participate in trainings. 
  • Be able to work to tight deadlines. 

About the role 

As our next Senior Civil Enforcement Officer, you will manage and develop the Civil Enforcement Officers within Parking Services to ensure the effective delivery of the service. 

The role is integral to our Parking Services team. Parking services contributes to safer roads Leeds by enforcing parking restrictions in accordance with legislation, in particular the Traffic Management Act 2004 and its associated Regulations. Enforcement of restrictions are carried out in a clear and fair manner and in accordance with legislation.

Job purpose

To lead, manage & coordinate a team of Civil Enforcement Officer (CEO) & Maintenance Officers contributing to the productivity of Parking Enforcement. Planning the day to day work of the team, ensuring that all recourses are being used efficiently to meet demands of the service within a timely manner. Prioritising health, safety and well being of the colleagues within parking services & other departments.   

Supporting the Deputy Parking Manager in the effective running & continuous improvement of parking enforcement ensuring that all budgets and service plan objectives are met. 

Responsibilities

  • The daily delivery of Parking Enforcement across Leeds 
  • To proportion daily beats/daily duties ensuring that resources are being deployed in the most effective way to deal with the service demands. 
  • To manage and supervise a team of staff using strong people management skills in order to motivate, develop and to contribute to the effective delivery of service ensuring that the risk assessment is adhered to at all time. 
  • To undertake daily line management duties of a team of staff, including carrying out quality 1-2-1’s & appraisals in accordance with Council policies and procedures ensuring that staff records are maintained using the appropriate documentation and associated guidance. 
  • To be responsible for the managing attendance process and local strategy to minimise absences.
  • To provide support and guidance to team members with day to day issues, including conducting morning role call, hourly radio/welfare checks, support/guidance over the issue of a PCN, any equipment issues and retrieval. 
  • To ensure that staff feel motivated and engaged in the values, vision and direction of the service, and to promote the values of the Council through appropriate behaviour and professionalism.
  • To assist the Deputy Parking Manager in the recruitment and selection of staff. 
  • To monitor the quality of work undertaken, and to respond appropriately to instances of under and over performance. 
  • To train staff and to ensure they have appropriate development plans in place where necessary in order that they achieve their potential. 
  • To deliver Civil Enforcement training for professionals training to all new starters and support them within their probationary period, including conducting probationary meetings. 
  • Work with other Seniors and the Deputy Parking Manager to ensure appropriate cover is available to cover events where necessary. 
  • To ensure that relevant databases and systems are kept accurately and promptly updated. 
  • To coordinate and contribute to gathering intelligence and statistical information which helps to measure the success of the service. 
  • To investigate and report on any incidents or accidents that may take place and take corrective actions where necessary to prevent from reoccurring. 
  • To investigate and resolve complaints regarding the service in accordance with the Councils complaints policy. 
  • Assist in the development and review of appropriate risk assessments, making sure that all safety precautions are implemented as necessary. 
  • To attend and represent the service at meetings and site inspections where required. 
  • To undertake investigation in to parking permit abuse and blue badge fraud and misuse. Ensuring accurate records are produced and maintained for audit purposes. 
  • To collate evidence and provide witness statements when required and attend court as necessary. 
  • To procure additional products in line with local procurement regulations working with framework providers, procurement colleagues and key contacts to ensure that all items procured are done so in a legal and compliant manner. 
  • To maintain accurate records and carry out first fix to all council owned P&D machines, whilst reporting faults to the mechanic in a timely manner
  • To be the first point of contact with Fleet services, ensure that vehicles are in a safe, clean and serviceable condition. 
  • Conduct regular visual checks of car parks to ensure acceptable standards of repair and maintenance are maintained. 
  • To work with elected members and partners in particular the police to achieve the Service Level Agreement. 
  • To ensure effective and positive staff and industrial relations in the working environment including positive and open relationships with trade union representatives. 
  • To promote equality and diversity in both employment and service delivery.
  • Responsible for locking and unlocking premises and facilities and be responsible for keys, alarms and any other duties related to being the key holder
  • To receive and respond to calls on the out of hours phone
  • Carry out parking patrols and issuing parking contravention notices as required.
  • To manage the maintenance inventory including ordering stock and machinery. Keeping clear records of all available stock. 
  • To oversee and ensure the safe manual movement of heavy & large machinery. 
  • To conduct regular site inspections to LCC owned and managed car parks, keeping an accurate log of any maintenance jobs required on site .
  • To ensure all relevant Health & Safety procedures are being followed and monitored on site and recorded/reported
  • Flexible and adaptable to change to assist other services as required commensurate to grade  
  • To participate in appraisal, training and development activities as necessary to ensure up to date knowledge and skills
  • To improve own practice through observation, evaluation, discussion with colleagues and development programmes.
  • To work collaboratively with colleagues, knowing when to seek help and advice.
  • Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested.
  • Be aware of and comply with Leeds City Council policies and procedures e.g. child protection, health, safety and security, confidentiality and data protection, reporting all concerns to an appropriate person
  • Be aware of and support difference and ensure equality for all working in an anti-discriminatory manner, upholding and promoting the values, standards and equal opportunities of Leeds City Council.
