About the role

To provide an effective Property Maintenance service across the Councils varied property estate throughout North Northamptonshire, to underpin the delivery of public services to the residents of North Northamptonshire whilst ensuring that risks are evaluated and managed to safeguard building occupants and users. Ensure facilities are legally compliant and fit for occupation in accordance with statutory requirements, providing an accurate compliance register.

Lead and manage the operational development and delivery of the Property Maintenance service through both in-house and contracted services by planning, developing and implementing policies, processes and procedures in consultation with the Head of Service that will ensure the service is efficient and effective, that the service provision demonstrates value for money and to ensure the best outcomes for the Employees, Members, Partners and Service Users at all times.

What will you be doing?

1. To Lead and manage the councils Hard FM service, incorporating both in-house maintenance teams and outsourced services provided across North Northamptonshire, supporting the development of a Corporate Landlord function. The property estate includes corporate accommodation, Depots, Social Care facilities, Libraries, Community & Business Facilities, commercial estate and Children Trust properties.

2. To provide legislative guidance and technical support to building managers and occupiers, to ensure that all occupied properties facilities are effectively managed and legally compliant in accordance with relevant legislation. Ensuring that risks are evaluated and managed, within the legal framework and the wider organisational context whilst supporting service outcomes.

3. To provide responsible person duties as they relate to property statutory compliance, as they apply to the function of the role, ensuring clear lines of responsibility are documented within the team or with service areas.

4. To ensure that there is effective and timely forecasting and analysis of business and financial data to enable robust budget management and budget planning, minimising financial risks, and maximising potential efficiencies.

5. Contribute to the overall management of risk, ensuring that lines of accountability are clear and well understood and systems are in place for monitoring, evaluating and managing maintenance and compliance risks to secure the reputation of the council.

6. Lead and develop the procurement strategies for Hard FM services (including Mechanical & Electrical equipment) in order to secure cost-effective outcomes by: • Contract development, negotiations, and regular review in order to ensure the availability of required services and promote service improvement planning and delivery through planned preventative maintenance strategies. • Developing partnership arrangements. • Develop management information with customers and contractors in order to manage performance and costs effectively. • Oversee the work of the teams, consultants and contractors and ensure that correct technical and contract management procedures are followed.

7. Contribute as part of the management team to corporate strategies and policies, including implementing the Asset Management Plan, and working with colleagues in other directorates and partner organisations.

8. Provide professional and managerial support to, and work with the Head of Service to develop strategies and plans that identify and recommend improvements that transform service delivery to ensure long term management of the service is sustainable in terms of meeting legislative obligations, financial constraints and key performance targets.

9. Lead, motivate and support the in-house Property Maintenance and Compliance teams, setting the direction for the service, creating a culture of empowerment and trust, undertaking line management duties of direct reports, being accountable for the budgets and performance of the service covering: • Reactive Maintenance. • Planned preventative Maintenance. • Statutory Compliance checks for council properties, including recording and performance reporting thereof. • A rolling programme of condition surveys, with appropriate prioritising, working with colleagues to align programmes with the council Medium Term Financial Plan.

10. Produce effective and efficient customer reporting tools and documents that demonstrate and promote the value of the service. Maintain systems to inform and receive feedback (including complaints and suggestions) from customers, partners, suppliers, stakeholders and employees; and to evaluate that feedback through the assessment of "lessons learned" in order to ensure continuous improvement in the delivery of the service. Ensure that customer-focus and best value is promoted as a core value.

11. To support the delivery of the councils Carbon Reduction Plan, including responsibility for identifying cost effective solutions that reduce consumption and emission of greenhouse gasses and meet the councils net zero targets.

About you

a. Prefereably educated to degree level or minimum experienced time served Property Officer with qualifications in a building services environment –

b. Higher level nationally recognised Health & Safety qualification – eg NEBOSH/IOSH

c.  Demonstrable competence to fulfil the role of Responsible Person as defined in said instruments. 

d. Considerable experience and understanding of Buildings and their construction.

e. Experience of Project Management

f. Experience of JCT Contracts and an understanding of Contract Law.

g. Experience of procuring and managing external contractors to ensure high quality service provision. 

h. Proven IT skills and demonstrable experience

 i. Experience of operating within financial constraints and procuring services within best value principles.

j.  Proven ability to manage a range of conflicting work demands and pressures

k. Excellent communication skills, both written and verbal, with the ability to communicate effectively with a wide range of stakeholders (internal and external), across all levels; and also write clear and concise management reports.

m. Practical experience of working in the construction and services industry.
