North LondonBuckingham Futures are currently seeking a Construction Health and Safety Advisor in North London. You will be responsible to the Lead Advisor (Construction and Fire Safety) and the primary function of the role is to provide specialised support and advice to all stakeholders in relation to Construction Health, safety and welfare issues across the capital programme and responsive repairs service.
Key Duties
l Provide technical advice and support to repairs service managers on a wide range of Health and Safety issues arising from the Council’s construction/maintenance activities, including but not limited to; risk assessment and development of safe systems of work (SSW), accident/incident reporting and investigation, development of control of substances hazardous to health assessments, manual handling, management of hot works, asbestos management, CDM compliance and work at height, all of which must be consistent with the council’s corporate Health and Safety policy.
l To be jointly responsible for day to day supervision, allocation and checking quality of work of the Apprentice Construction/Fire Safety Coordinator in order to develop the individuals competence in both construction and fire safety.
l To assist in the procurement of construction work/contractors, carrying out competency assessments of potential contractors on behalf of the council, as required by the Construction (Design and Management) Regulations 2015.
l Ensure that exceptional Health and Safety standards are maintained within Property Services department and internal safety audit systems are followed, consistent with Islington Council policies, in consultation with the Lead Advisor (Construction and Fire Safety) and the Construction, Fire and Gas Safety Manager.
l Assist in developing and reviewing construction and fire safety policies and guidance in the accordance with changes in legislation, official guidance and industry standards.
l Develop positive working relationships with team leaders/supervisors within the responsive repairs service, members of capital the project teams and liaise effectively and productively to deliver efficient/safe projects on time and to budget.
l Review safety policies, risk assessments, method statements and Safety plans developed by contractors, advising client representatives on the suitability of these, as per the requirements of the Construction (Design and Management) Regulations 2015, both prior to works commencing and throughout the construction phase of a project.
l Carry out routine and ad-hoc construction site safety audits across a diverse range of construction and maintenance activities, including inspections of scaffolding, excavations, confined spaces etc. to ensure works are carried out in accordance with agreed method statements and plans, providing corrective actions and/or recommendations for improvement to relevant parties in a timely manner.
l Support responsive repairs line managers by undertaking routine H&S audits of responsive operatives and contractors working on day to day projects.
l Lead on the investigation of accidents and incidents within the Housing Repairs Service, including the identification of immediate as well as root or underlying causes, reporting findings to repairs service management and Trades Union (TU) representatives, informing the development of updated safety practices and guidance to ensure continual improvement.
l To be responsible for the safe use, storage and transportation of all hand held tools/equipment, personal protective equipment, portable technology and security keys etc. required to carry out and record site audits safely and effectively.
l Assist in the identification of Health and Safety training needs within the repairs service and development of training programmes as required.
l Lead on the development of toolbox talk schedules and content relating to the Council’s construction and maintenance activities, assisting with delivery of both formal and informal Health and Safety training (such as toolbox talks) as directed.
l Attend Health and Safety committee/sub-committee meetings as required, providing technical support, guidance and advice as necessary.
l Attend occasional meetings (including outside of normal working hours), events and other activities as directed by the Lead Advisor (Construction and Fire Safety).
l Deputise for the Lead Advisor (Construction and Fire Safety) as required.
Person Spec, Experience & Qualifications
l Demonstrable experience within the housing and/or construction industry, advising on all aspects of Construction Health and Safety.
l NEBOSH General and/or Construction Certificate (or equivalent)
l Ability to carry out a programme of construction site safety audits and inspections, providing practical guidance where necessary
l Knowledge of and ability to advise on Health and Safety legislation, regulations, guidance and industry best practice in relation to the construction industry.
