Digital and Innovation in Westminster City Council is a world of extraordinary stories, where creative and enterprising people put local residents and businesses first.


Today, Westminster is the most connected borough in London. But, when David joined us in the mid-2010s, small businesses were still struggling to get connected to fibre. Without gigabit-capable broadband, some companies even resorted to biking memory sticks around the city, simply to share files with clients.


Although still in a junior role, David took the initiative and successfully made the business case for £2.8 million of European funding to support connectivity for small businesses across Westminster. Feedback from businesses has been overwhelmingly positive as the project has enhanced their communications with clients, the new connectivity allows them to make video calls and work remotely. As the pandemic hit and many more people needed to work from home, it became clear just how vital this investment had been.


Fast-forward a few years. Westminster is leading the way for connectivity, as a result of the project businesses are thriving and David is heading up a service of his own: Digital Place. Businesses and careers move quickly in Westminster.

The Role:

As Content Designer, you will have excellent writing skills and responsible for creating content trategy for our various digital interfaces for our online products. You will be required to work closely with a range of stakeholders including internal services, the web team, user experience designers, researchers, and our development team to better understand requirements.


You will also be responsible for:
  • Developing and maintaining a defined content strategy for our products but also for the wider Westminster website.
  • Making complex business oriented language easy to understand for wider public
  • Defining tone of voice, producing Content and reviewing content for different online products or communications.
  • Working with developpers and UX designers on the fine tuning of the web content
  • Working with accessibility specialists to make content adjustments.
  • Helping shape product narratives, along with team direction and strategy.
  • Working in a diverse/creative team of researchers, designers and developers to ensure the final end product meets customers’ and organisations’ needs
  • Bring new ideas and challenge the status quo

You will make your own powerful contribution to our new Digital & Innovation Service. Bringing a relentless focus on delivering the right outcomes for our users, you’ll be part of the Research and Design team within Customer Experience & Digital. This is a high-profile, high-impact role. As we embrace whole new ways of working, you’ll enjoy scope to drive real change to the digital landscape and the culture of Westminster City Council.


You’ll be at the heart of an ambitious programme which stems from an important realisation: that we can best address the challenges and opportunities facing residents, businesses, visitors and workers across Westminster by embracing innovation, technology, and partnerships. The programme brings an inclusive, user-centred, participatory and problem-led approach to delivering quality services and world-leading experiences for everyone we serve.


Working across the whole of our Digital & Innovation portfolio, you’ll support core IT, technology, customer, digital and Smart City aspects. We will look to you to help us build content which reflects cross-government content design standards. You’ll be instrumental in making sure we speak to all our users in consistent and accessible ways, regardless of the channel or service they’re using.


Along the way, you’ll work with talented colleagues in User Research, Service Design, User Experience Design, Online and Digital Transformation, and Customer Service. Together, you’ll help Westminster become The Digital Local Authority. And ultimately, you’ll help us deliver better outcomes for the people of Westminster.

About You:

You will be someone who has:


  • Strong understanding of user-centred design principles and best practice
  • Experience working in multidisciplinary Agile teams to design and deliver user-centred services
  • Experience of designing content for diverse users including accessibility and assisted digital needs
  • Good communication and stakeholder management skills
  • Experience working with Government Digital Service (GDS) service standards, applying GDS design principles is a bonus.

You have a proven ability to communicate and influence at all levels. Naturally, you also demonstrate a wealth of digital know-how – from software development, to designing and publishing content, and optimising interaction. While direct local authority experience is not essential, an understanding of the public sector culture and context would be helpful. Knowledge of agile working and the cross-government DDAT framework are vital.


You have experience of collaborating with other disciplines to create cohesive content structure and design in digital services. You also demonstrate experience of using analytics, user feedback, and user research to evaluate and improve user experience. Crucially, you are comfortable working with product teams across multiple channels and services to create clear content. You’ve designed user experience architecture.
