Job description

Please note that this post is a fixed-term contract and is currently fully funded until the end of December 2025.

In 2025 Rotherham will become the world’s first Children’s Capital of Culture, designed and delivered by children and young people aged 0-to-25. This ambitious new initiative will create a positive and long-lasting change for communities across Rotherham. A key aspect of this initiative is working with the local education sector to support teachers to embed dynamic and inclusive Creative Learning into their provision to improve pupils’ attendance, engagement and attainment, and ultimately their life chances.

We are now seeking an experienced, organised and passionate Creative Learning Manager who will develop and deliver this education programme.

The Creative Learning Manager will:

  • Manage, develop and grow the Children’s Capital of Culture Creative Learning programme by closely working with teams across Children and Young People’s Services. This will include working with nurseries, schools, colleges, home educators, Alternative Provision (AP) providers, Pupil Referral Units (PRUs), and other education and Creative Learning settings across the borough.
  • Develop and manage partnerships between education settings, creative and cultural organisations, and children and young people to co-produce high-quality, sustainable and impactful Creative Learning programmes.
  • Develop a cohesive Creative Learning offer which benefits Rotherham’s children and young people both in school and out of school settings.
  • Have a strong awareness of the National Curriculum, which can enable Children’s Capital of Culture to develop a programme which supports the delivery of the curriculum through Creative Learning opportunities.
  • Support the delivery of Artsmark, Arts Award, and other recognised qualifications and accreditation standards.
  • Identify and support ways to celebrate and showcase pupils’ work as part of Children’s Capital of Culture. This will include having a focus on connecting with and amplifying successful activities currently and previously delivered across Culture, Sport and Tourism, the wider Rotherham Council, and the local sector that successfully bring together, celebrate and raise the aspirations of Rotherham pupils.
  • Ensure that all relevant safeguarding, health and safety, data protection and other related policies and procedures are upheld to the highest standard across our Creative Learning programmes.
  • Ensure that our Creative Learning programmes are accessible to all children and young people across Rotherham. Identify and commission training and peer learning opportunities to help develop the local sectors’ knowledge around access and inclusion. This will include working closely with special schools, and pupils with EHCPs and the settings that support them.
  • Work with the School Effectiveness service and Children’s Capital of Culture Programme Manager to identify and apply for funding, and ensure timely billing and reporting related to programme delivery.
  • Work with the Programme Manager and other partners to effectively evaluate and report on our programme delivery, ensuring action research is embedded into programme delivery.
  • All other duties as reasonably required, including supporting the delivery of workshops, creative activities, events and festivals that form part of the Children’s Capital of Culture programme.

Until 31st March 2026 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded three additional days leave (pro rata for part-time).
