The Deputy Director plays a vital role in the running of the HR Department deputising for the HR Director as necessary. The role oversees and manages staff engaged in work on learning and development and organisational development specifically. More generally the post will work across the HR function ensuring that best practice is followed, that the function is modernised, that performance management measures are reinforced, and that staffing resources are used in the most effective manner for respective business areas. 

The role will have work alongside managers across all business areas and levels of seniority. The role manages complex and difficult HR strategic work across the Group as required. The role is a member of the Wider Leadership Team (WLT) and will regularly attend meetings with other senior managers specifically around developing the College as a learning organisation, in addition to other ad-hoc meetings at the request of the Group HR Director. 



Key Accountabilities & Responsibilities
  • Deputise for the Group HR Director as required. This will involve attendance at management meetings at all levels and linking in with all managers as well as Executive members as appropriate.
  • Transform the organisation and delivery of HR activity to ensure that the HR department embraces innovative and modern ways of working.
  • Work alongside the HR Director in the development of an outstanding College HR Strategy and Organisational Development plan to ensure the College is recognised as an employer of choice, attracting, rewarding and retaining high quality, experienced staff who are effectively deployed, developed, and inspired to achieve excellence in line with the College’s Strategic Plan. 
  • Lead on employee engagement and wellbeing, ensuring that the College provides regular mechanisms for staff feedback, identifying improvements as required so that staff have confidence that their voice is heard 
  • Lead on all Learning and Development activities across the College, working closely with the Director of Pedagogy and Insight, coordinating all employee development and training and reporting as required on all learning and development activity. 
  • Co-ordinate, and contribute as necessary towards the delivery of all HR training for managers in areas such as handling difficult conversations, disciplinary, capability and attendance management.
  • Participate in the EDI Strategy Group and co-ordinate the implementation of measures to ensure that support and encouragement is offered to individuals and groups whose progress could be limited by barriers or disadvantage.
  • Take a leading role in the development and delivery of all work across the HR function as required.
  • Provide direction and full co-ordination of the HR team in the absence of the Group HR Director.
  • Line manage the HR Apprentice.

Skills, Knowledge and Expertise

The ideal candidate will posses the following Essential criteria:

  • CIPD Qualified.
  • Experience of delivering learning and development initiatives within a large organisation with demonstrable positive outcomes.
  • Experience of managing a team of HR professionals.
  • Experience of past achievement of modernising HR functions and services.
  • Excellent interpersonal and communication skills, both verbal and written skills.  
  • Experience of driving forward organisational development initiatives across large organisations with clear outcomes.
  • Experience of working with, and influencing managers, at all levels of seniority.
  • Proven ability to manage multiple projects and meet deadlines.
  • Extensive HR experience in employee relations issues.
  • Experience of dealing with complex cases including preparation for, and attendance at, employment Tribunals as required.
  • Experience of delivering transformation activity in a unionised environment,
  • Understanding of and commitment to equality, diversity, and inclusion as it applies to this role.

The following skills would be Desirable:

  • Ability to conduct detailed consultation meetings and support managers through transformations.
  • Fluent speaking in any of the mentioned languages:  Arabic, Persian, Kurmanji (Northern Kurdish), Sorani (Central Kurdish), Portuguese, Spanish, Tigrinya, Vietnamese, French.
