Job description

The Deputy General Manager post is an exciting opportunity to enable change and strengthen operational practices within the Care of the Elderly, Stroke and Neurology service line.
This unique role within these three areas will incorporate the operational management across the Care of the Elderly, Stroke and Neurology services within a supportive, developing and proactive Division.
You will be responsible for supporting the General manager and leading independent pieces of work to develop better care for patients who require the Care of our specialist services. This includes both supporting and developing innovative ways for inpatient, outpatient and virtual wards to optimise the care we provide to be effective and timely, while supporting the quality of life of our patients and families. The role will encourage collaborative working and developing relationships within the trust and external partners to provide excellent services which meet the needs of our patients.
These 3 specialist areas are made up of dedicated and skilled staff who have the ability to care for patients with complex and long-term conditions, and it is the role of the operational team to ensure our clinicians can provide their care with ease, minimal barriers and good job satisfaction. The Deputy Manager will be integral to maintaining good operational processes, identify the issues faced by clinicians, and creating a sustainable solution to overcome them, with the support of theGeneral Manager.
  • The post holder will need to establish immediate credibility within the organisation and be able to develop and maintain effective working relationships at operational and senior management levels.
  • You will be responsible for fostering strong relationships with clinical and non-clinical teams in the service line, Medical Division and external stakeholders
  • The post holder will hold responsibility for either sustaining or working towards delivery of high patient care by achieving statutory targets within this area
  • You will be responsible for day-to-day operational management of the service line, as well as direct line responsibility for the management of secretarial supervisors
  • Develop independent problem-solving ability towards strategic decision making in order to deliver change initiatives and process efficiencies
  • Require you to proactively manage the service line to optimise service delivery to meet targets
  • The post holder must be able to effectively interpret and understand complex data and information to inform decision making processes.
  • To monitor and adjust these plans to respond to issues and changes in scope and priorities ensuring the links and dependencies between the initiatives are identified
  • To provide regular verbal and written progress reports to the Divisional Management Board.
  • To provide formal written performance management reports to specific Divisional groups

Job purpose
  • The post holder will need to establish immediate credibility within the organisation and be able to develop and maintain effective working relationships at operational and senior management levels.
  • The post holder will be expected to develop innovative ways of working to support staff to meet patient need in a timely manner (such as within frailty at the front door and managing outpatient waiting lists)
  • You will be responsible for day-to-day operational management of the service line, as well as direct line responsibility for the management of admin lead
  • You will be responsible for fostering strong relationships with clinical and non-clinical teams in the service line and the Medical Division
  • Develop independent problem-solving ability towards strategic decision making in order to deliver change initiatives and process efficiencies
  • The post holder must be able to effectively interpret and understand complex data and information to inform decision making processes.
Key Result Areas
  • To develop, plan, organise and manage an agreed programme of improvement initiatives aligned with the corporate objectives of the Trust
  • To monitor and adjust these plans to respond to issues and changes in scope and priorities ensuring the links and dependencies between the initiatives are identified
  • To provide regular verbal and written progress reports to the Divisional Management Board.
  • To provide formal written performance management reports to specific Divisional groups and appropriate Operational Forums, on progress with the implementation of service and process improvement initiatives
  • To ensure that the scope and deliverables of the programme of initiatives will result in operational and organisational benefits
  • To ensure all service and process improvements are evaluated and where appropriate that the organisation’s strategic direction is influenced by the results
  • To develop and implement effective communication and engagement plans to support the achievement of operational benefits
  • To develop and deliver staff and management training plans to support and enable the service improvement initiatives
  • To have the delegated general management and line management responsibility for a defined area or areas as directed by the General Manager and to deputise for the General Manager during times of annual leave.
  • As budget holder for specific operational budget to be responsible for the allocation of resources, authorise expenditure, monitor and report spend and take appropriate action to remain within budget. In addition, to actively contribute to the drawing up of service budgets related to key projects and related financial initiatives and to be responsible for ensuring budget adjustments are made to achieve associated savings.
  • To work with change management leads in other areas to identify links and dependencies
  • To make formal presentations to groups across the Trust
  • To facilitate collaborative working across organisational boundaries
  • Line management duties relating to recruitment, performance management, appraisal and development of staff within specific areas of the Division
  • To carry out other duties as required from time to time as directed by the General Manager or the Divisional Director of Operations, Chief of Service and Divisional Nursing Director.

  • Ensure you, and the staff under your line management are compliant with trust mandatory training and actively engaged the appraisal process
  • Engage with the trust HR teams to ensure line management is appropriately supported and delivered

You should be aware that regardless of any action taken by your employing authority, a breach of confidence could result in a civil action for damages.
In addition, records, including VDU screens and computer printouts of registered data must never be left in such a manner that unauthorised persons can obtain access to them. Written records must either be destroyed or retained in safe custody when no longer required, VDU screens should always be cleared when unattended.

You have a responsibility to ensure that information is entered accurately, completely and consistently. It is particularly important that patients’ demographic details are kept up to date. Problems should be reported to your manager.
No Smoking Policy:
Gloucestershire Hospitals NHS Foundation Trust operates a no smoking policy. Smoking is not permitted anywhere within the buildings and grounds of all Trust sites. These restrictions include all areas up to the boundaries of all sites.
