Digital Project Manager X3 – Inside IR35

Contract Term: 6 months

Contracting Authority: MoD - DSTL

Location: Hybrid Working (one day per week on-site Porton Down – Wiltshire)

Job Purpose:

Dstl Operates a commissioning and assurance project function, with the majority of technical delivery outsourced to delivery partners. The PM role is therefore typically focused on the commissioning work to establish the scope of the work, delivery approach and the Business Case. Once in the delivery phase the shift of effort it to supplier management/assurance, stakeholder engagement and ensuring the business is prepared to accept/exploit the Outputs delivered.

As a Digital Project Manager, your main responsibilities will:

  • Be accountable for the definition, coordination, direction, and assurance of one or more projects that deliver the outputs that enable the Business Outcome.
  • Ensure that the project operates within the agreed performance, quality, time, and cost envelope and adheres to Dstl’s P3 (Project, Programme and Portfolio) processes.
  • Work closely with the Portfolio Manager who will oversee the generation of project goals and monitoring project performance.


You’ll have:

  • A track record of delivering Digital Infrastructure, digitally led business change or Application development/improvement projects.
  • Experience in managing outsourced delivery partners to achieve Project Outcomes (Dstl operates an Outsourced delivery model)
  • The ability to lead, influence and motivate a broad team to deliver exploitable project outputs.
  • The ability to manage and influence stakeholders to ensure project success.
  • Leading on multiple Digital projects or programmes
  • Experience of commissioning work with a supply chain into a complex environment, assuring the delivery of the suppliers and aligning internal stakeholders to that work to ensure its successful delivery
  • Ownership of the development of a Business Case to justify investment, working with stakeholders to articulate the business value
  • APM Project Management Qualification (PMQ) Or equivalent demonstrable experience of leading the delivery of Digital Projects/Programmes.
  • Contract Management Capability Programme (CMCP) – Foundation (CMCP) (or achieved within first three months)


Desirable:

  • APM Project Professional Qualification (PPQ)
  • APM Registered Project Professional.
  • ITIL
