Job description

A Vacancy at Liverpool University Hospitals NHS Foundation Trust.
The NHS SPS Regional Pharmacy Quality Assurance and Procurement functions support the principles of medicines optimisation by the development and championing of best practice and by ensuring continuous improvement through the implementation of quality risk management systems in NHS medicines manufacturing & preparation and NHS supply chain management.
The service is delivered in line with the NHS SPS Specification (December 2021) as commissioned by NHS England (NHSE).
The post-holder will work as part of the national SPS team in delivering agreed priorities, facilitating access to the most appropriate medicines, delivered via a robust supply chain, to the NHS.
The post holder will focus on service and Quality Improvement within Medicines Procurement, storage, and distribution, working on behalf of Specialist Pharmacy Services (SPS) Regional Quality Assurance Team and in partnership with Regional Pharmacy Procurement Specialists, NHS
England Commercial Medicines Unit and NHS Transformation Directorate.
The post holder will work with key stakeholders to drive Quality Improvement through strategic digital development, designing and developing best practice and web-based training resources, in accordance with the NHS Digital’s strategic drivers for medicines interoperability and standards.
Strategic Digital Development
• Supporting the SPS quality assurance and procurement teams via Quality Improvement and digital technology
• To act as the SPS contact for NHS Transformation Directorate to ensure that SPS is up to date and involved in strategic digital developments in Pharmacy Services.
• Develop strategic IT plans in e-procurement/e-commerce
• Drive forward new IT projects that transform Pharmacy Procurement Services
• Ensuring pharmacy input into the design and testing of digital solutions
• To accelerate the adoption of digital technology and solutions at Trust level through system thinking approach
National Medicine Procurement & Contracting
• To support SPS Procurement in the development of purchasing specifications for medicines (licensed and unlicensed) and outsourced services providing medicines to the NHS
• Integrate quality principles into the procurement process design
• To review and define medicine descriptors for the tendering of licensed medicines and unlicensed medicines to ensure consistency with NPC and DM+D coding
• To develop effective solutions to support various key stakeholders in managing product specific issues
• Advice and to support the development of data collection and data analysis tools
• To support strategic development in business intelligence system.
Liverpool University Hospitals NHS Foundation Trust was created on 1 October 2019 following the merger of two adult acute Trusts, Aintree University Hospital NHS Foundation Trust and the Royal Liverpool and Broadgreen University Hospitals NHS Trust.

Strategic Digital Development
• Be responsible for supporting the SPS quality assurance and procurement teams through the employment of Quality Improvement and digital technology to ensure that medicines are purchased with a focus on both quality and safety.
• To act as the SPS contact for NHS Transformation Directorate to ensure that SPS is up to date and involved in strategic digital developments in Pharmacy Services.
• Develop strategic IT plans in e-procurement/e-commerce, application of digital medicines in pharmacy contract tendering, and contract implementation and monitoring.
• Drive forward new IT projects that transform Pharmacy Procurement Services, steering external system vendors to improve efficiency whilst ensuring user-centric design.
• Ensuring pharmacy input into the design and testing of digital solutions
• To accelerate the adoption of digital technology and solutions at Trust level through system thinking approach
