Job summary

The UKHSA Development and Operations team leads the digital transformation of UKHSA to make it a more data driven, customer focused, digital organisation. We do this by delivering services which meet and maintain the Government Digital Service (GDS) Digital by Default Service Standard (https://www.gov.uk/service-manual/digital-by-default).

Digital Tools Administrators are part of a focused Digital Tools team within Development and Operations that has a central part in the delivery of toolchains to support ongoing development across UKHSA.

The team currently supports, develops, maintains, and administers several corporately approved digital systems: Jira, Jira Service Management, Confluence, eazyBI, GitHub, Slack and others.

The team is currently responsible for the support of over 2,500 users. Over the next 1-2 years the team will be expecting to grow to support up to 6,000 users.

Job description

Main duties of the job

You will:

  • Support, develop, maintain and administer several corporately approved Digital Tools: Jira, Jira Service Management, Confluence, eazyBI, GitHub, Slack and others.
  • Evaluate and recommend new Digital Tools and plug-ins that have the potential to benefit the team and/or the wider organisation.
  • Ensure all products comply with GDS service manual standards and meet government guidelines, including the Digital by Default Service Standard, and UKHSA policies and protocols
  • Be confident in making decisions based on the needs of the organisation and sensitively managing the expectations of our stakeholders.
  • Be an administrator and support the DNS for all the domains the organisation holds.
  • (In the spirit of Agile), you will ensure that prior experience and feedback from customers and stakeholders is used to make pragmatic, sensible and logical future implementation decisions.

Detailed job description and main responsibilities

The team uses Digital Tools to help a wide variety of different end users improve their service delivery and productivity. You will do this by implementing digital solutions that help teams become:

  • More transparent and open about their work.
  • More accountable to internal and external stakeholders.
  • Better at communicating and collaborating on projects.
  • Better at planning, tracking, managing and reporting on their work.
  • Better able to see opportunities for process improvements.

A large proportion of this role will be the iterative development of bespoke solutions that help teams become more productive and efficient. You will be expected to understand, prioritise, collate and translate user needs into practical solutions that meet the needs of disparate teams across the entire breadth of UKHSA.

You will:

  • Build close working relationships with customers across the organisation, therefore it is also essential that you are an excellent listener and communicator.
  • Take a keen interest in new technologies and when required will identify potential plug-ins which could solve user needs not met by the existing tools that the team support.
  • Actively promote the benefits of the tools to teams across UKHSA, demonstrating appropriate solutions as required and taking pride in the work of the team.
  • Report to the Lead Digital Tools Specialist and will work very closely with this role to support our users and develop practical and effective solutions. Ultimately, this will help to drive the Engineering Culture across UKHSA

It is crucial that you have a thorough theoretical and practical knowledge of the Digital Tools that the team support (Jira, Jira Service Management, Confluence, GitHub, Slack).

Person specification

Essential Criteria:

  • Experience of working in a Digital, Technology or ICT environment or in a specialist area.
  • Theoretical and practical knowledge of creating, configuring and maintaining Jira and Confluence projects (Lead)
  • Experience of working in an Agile environment.
  • Practical experience in a business analysis capacity. Ability to understand and translate user needs into team actions with the ability to: Make difficult decisions and weighing complexities involved with the need to act; Identify the main issues in complex problems, clarify understanding of stakeholder expectations to seek the best option.
  • Skilled problem solver with a consistent and logical approach.
  • Excellent verbal and written communication skills. Able to communicate with key stakeholders at all levels effectively and professionally, and to engage with non-technical stakeholders across a range of activities
  • Prioritisation skills with ability to manage multiple strands of work
  • An understanding of and commitment to equality of opportunity and good working relationships, in terms of day-to-day working practices.

Desirable Criteria:

  • Experience in using Jira Query Language (JQL) for advanced search and other scenarios
  • Experience of managing DNS, Live record changes and console.
  • Be confident in using Digital Tools such as Google play console, Firebase and App Store Connect.

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours and Experience.

You will be required to complete an application form. You will be assessed on essential criteria, and this will be in the form of a:

Location information

UKHSA operates a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London). Specialist or regional roles will be based at the appropriate UKHSA site. For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs.

Security clearance level requirement

Successful candidates must pass a disclosure and barring security check.

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security Standard and Security Clearance. As part of the role you can gain Security Clearance whilst in post.

For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 5 years as the role requires SC clearance. UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder / Recruiting Manager listed in the advert for further advice.

Starting Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase.

Either case is determined by whichever is the highest.
