Job Title: Equipment Manager
Location: UKHSA Porton Down, Salisbury
Reporting To: Equipment Support Manager
The Equipment Manager plays a pivotal role in ensuring the efficient management and control of all equipment within UKHSA, excluding IT-related items. This encompasses a wide range of responsibilities, from overseeing laboratory and process equipment acquisition to maintaining equipment throughout its entire lifecycle.
Key Responsibilities:
- Adherence to Engineering Policy and Compliance.
- Uphold UKHSA’s engineering policies and standards.
- Ensure compliance with relevant regulations and guidelines.
- Technical Coordination and Support:
o Collaborate with technical and administrative teams.
o Manage installation, repair, and preventative maintenance activities.
o Facilitate equipment upgrades as needed.
- Strategic Decision-Making:
o Provide valuable input to strategic decisions related to engineering equipment.
o Align equipment functions with broader UKHSA projects and developments.
- Policy Implementation and Maintenance:
o Oversee the development and implementation of equipment-related policies and procedures.
o Ensure alignment with UKHSA policies.
- Continuous Improvement:
o Analyse current equipment performance levels.
o Strategically enhance existing equipment through extensive repairs and upgrades.
Qualifications and Skills:
- Degree in Engineering or a related field (or equivalent experience).
- Proven experience in equipment management, preferably in a healthcare or scientific setting.
- Strong communication skills to engage with stakeholders at all levels.

Location
Based at UKHSA Porton Down - due to the nature of the post, you will be expected to be based on-site on a full-time basis.
*Please be aware that this role can only be worked from within the UK and not overseas. Relocation expenses are not available.*
Working Pattern - Full Time
Responsibilities section:
The job holder will be required to carry out the following responsibilities, activities, and duties:
• To exchange specialist information with suppliers to assure equipment is fit for purpose, provides best value and is available to meet business needs
• To manage the process of securing approvals for the expenditure, liaise with procurement to ensure orders are placed in a timely manner and monitor manufacture and delivery time periods with which to keep CEPRs Users advised of order progress
• To liaise with Site Engineering to ensure services, environment and delivery needs are provided in a manner that will enable the equipment to operate in accordance with the installation needs and UKHSA engineering processes
• To evaluate quotations and produce an auditable schedule in evidence of adherence to UKHSA’s Standing Financial Instructions
• To liaise with the administrative function within the department for the placement of orders through the procurement system and the manage the process through authorisation, receipt, acceptance, and delivery to final location
• To ensure that all equipment complies with all appropriate onboarding, acceptance, and safety checks before being brought into active service
• Where appropriate, negotiate maintenance or service level agreements for equipment and ensure that warranties are provided and tracked and communicated to users and Site Engineering as appropriate
• To ensure that all the equipment descriptions and locations are communicated to the System Administrator of the site’s asset management system
• To liaise with the Construction Manager and/or the Engineering Manager to progress the requirements of and obtain appropriate technical specifications and quotations for works
• To maintain a detailed programme/schedule of project status to ensure delivery within budgeted allocations for equipment purchase
•To assist in the management of maintenance contracts as required including the preparation of tenders, requests for quotations, etc

Essential Criteria:

Essential
- Relevant experience in a similar supervisory/support role
- Substantial experience in an estates related environment with at least 3 years specialist equipment procurement and minor building works supervisory experience
- Completion of related in-house and external training courses i.e. H&S, Environmental, Facilities Management
- Ability to obtain and process quotes and tender documents for equipment maintenance
- Must be proficient in the management of internal policies and procedures
- Ability to deal with cross-functional sensitive issues
Desirable
- Provide input to revenue and capital budgets formulation
- Proven ability to lead and motivate teams
- Knowledge of project management principles, techniques, and Microsoft Project
