Estate Services Leads (Grade 7)

Job Background:

The role holder will be a member of a team of Estate Services Leads responsible for assisting the Head of Estate Services to acquire, develop, maintain, repurpose and manage the Police Estate to ensure it is fit to deliver a modern day Policing Service.

Hours of Work:

Monday – Friday with a requirement to work outside office hours when necessary to meet the demands of the role.

37 working hours per week (42 hours gross).

Salary: £52,578 - £56,237 (under review) plus environmental allowance

Main Activities:

The main duties and responsibilities associated with the role will be subject to agreement with the Head of Estate Services and may include specific responsibilities in one or more of the following areas:

  • General management of Estate Services Business Unit (ESBU) financial, records and administrative functions.
  • Develop and maintain relationships with key partners and accountability bodies.
  • Support the Head of Estate Services in relation to strategic planning, effective project development, and the resolution of stakeholder issues.
  • Business case development and/or approval within delegated financial limits and/ or assessment and approval of design options for property management schemes.
  • Manage audits being undertaken by both internal and external auditors.
  • Develop, manage, deliver and review compliance and procedural audits for the PSNI Estate.
  • Review and/or develop policies and procedures
  • Represent Estate Services Business Unit on internal, regional or national groups and/or committees as required.
  • Ensure compliance across Estate Services Business Unit on all designated areas of responsibility including those delivered by contractors.
  • Oversee procurement policies and contracting activities to ensure they are consistent with the Northern Ireland public procurement local guidance notes.
  • Produce regular reports as appropriate covering compliance, findings, and remedial actions required and progress updates.

The post holder will be a key member of the Estate Services Business Unit senior leadership team and as a Grade 7 within Estate Management may be appointed to take a lead role in one or more of the following specific roles. It is intended that as one of the senior team, the collective expertise of the team will cover all areas and there will be scope for individuals to develop further skills and expertise within specific disciplines while working as part of the collective leadership team.

The responsibilities that may be assigned will include one or more of the following estate service areas:

Major Works

  • Major New Build Projects.
  • Major works over £1m.

Property Management and Maintenance

  • Managing the Property Management Contract (PMC).
  • Property management maintenance and helpdesk functions.
  • Oversight and review of key installations and operational premises.
  • Review of maintenance strategies and plans and management of planned preventative maintenance.
  • Regulatory/compliance inspection services.
  • Management of reactive maintenance and delivery of planned works projects.
  • Responsibility for the RIBA work stages for both major and minor works, risk factor management and micro-works.

Compliance and Health and Safety

  • Estate safety inspections, reporting and compliance across the estate.
  • Compliance with all statutory and building regulations in relation to the management of public sector estate.
  • Sustainability and carbon reduction.
  • Energy performance matters.
  • Monitoring consultant and contractor performance.
  • Management of sustainability and energy performance matters across the estate.

Assets and Workspace

  • Asset Management Planning process.
  • Site acquisitions and disposal processes.
  • Lease and rental agreements.
  • Estate optimisation and rationalisation.

It is expected that the above functions will be discharged in line with organisational priorities and the defined operational needs of the service.

As Estate Services Leads, you will be expected to work in partnership with operational commanders and Heads of Branch and provide estate expertise into strategic and operational decision making and contribute to strategic accommodation oversight, project delivery groups and consultation processes.

Person Specification

Essential Qualifications

  • A Degree or equivalent level 6 qualification in an estates/property/construction discipline

AND

  • Chartered membership of a professional body, such as; RICS, RIBA, CIOB. IOSH, IFE, IFSM, ICE, IStructure, CIBSE, or CIOB

Essential Experience

  • A minimum of 3 years post qualification experience.

Essential Other

  • Applicants must have a valid driving licence and a car available for official business use, or access to a form of personal transport that will enable you to meet the requirements of the post in full.
  • IT literate specifically in the use of the Microsoft Office suite (including MS Word, MS PowerPoint, MS Excel and MS Outlook)

Desirable Experience

Demonstrable experience in:

  1. Major Works
  2. Property Management
  3. Compliance - Health and Safety
  4. Assets and Workspace.
