We are looking for an Estates and Facilities Manager to join our Estates, Engineering and Facilities (EEF) Department at UKHSA, Porton Down. You will:
- Manage the accommodation and FM Service needs of the divisions and business units on site, ensuring they are met effectively and efficiently
- Keep stakeholders informed of all works and services being undertaken and plan for their future needs
- Contribute to appropriate business continuity arrangements
- Lead and motivate the facilities team to provide a high-quality service that supports the site in achieving its objectives
- Collaborate with the Head of Estates, Engineering and Facilities and represent the site on various corporate groups
The EEF Department is responsible for engineering, maintenance, environmental sustainability, facilities services, and capital works projects at Porton Down. The department has a combined budget of £40M PA and manages and controls a team of both in-house and contracted staff. The department ensures the site is safe, regulatory, and compliant, and meets current and future business objectives. The department also liaises with the site’s stakeholders over current and future facilities, engineering, and equipment maintenance requirements.

Based at UKHSA Porton Down - due to the nature of the role, you will be expected to be based on-site on a full-time basis.

Working Pattern - Full Time
Responsibilities section:
The Estates and Facilities Manager will deputise for the Head of Estates, Engineering and Facilities (HEEF) on facilities and other management matters as determined by the HEEF, and be responsible for the:
- Development and delivery of the site estates strategy and its integration with the overarching corporate estate strategy
- Close liaison with department managers to assess their current and future facilities requirements and other needs (and incorporate those requirements within future facilities plans)
- Management of all space and property associated facilities budgets on the Porton Down site, including UKHSA offices, laboratories, and support facilities. Maximise the utilisation of accommodation through effective capacity planning and coordination of both internal and external resources to resolve any difficulties
- Manage budget of approx. £13m ensuring a balanced budget at year end
- Line management of the Environmental Manager and Environmental Support Officer contributing towards delivery of the site environmental goals and objectives
- Site fire prevention arrangements with technical support from HEEF
- Management of the outsourced facilities services contracts including cleaning, catering, and security and ensure that services are delivered in line with business unit and contractual requirements
- Facilities business continuity planning, in conjunction with other stakeholders
- Close liaison with the site’s engineering group to ensure a coordinated approach to maintenance scheduling and service delivery and alignment with occupational requirements
To represent UKHSA Porton on a variety of internal, campus and industry committees to contribute towards the development of future Porton Down site, via Science Hub programme, providing specialist knowledge in relation to:
- Site master planning, estates standards, UKHSA policy, sustainability, and operational costs
- Facilities design standards, building design, estates adjacencies
- Transport, ecology, environment, sustainability, energy supply and other utilities
- Facilities transition planning and implementation, issue resolution, risk mitigation and Facilities assurance on behalf of the HEEF

Essential Criteria:

Essential
- Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
- Significant successful facilities management experience in a demanding environment, including design and operations of facilities, and experience at senior management level.
- Significant knowledge of estates, facilities and building management systems, their implementation and management, e.g., CAFM such as Planet, Maximo
- Emergency Planning experience.
- Specialist knowledge of laboratory design (inc. sustainability), operation and management.
- Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.
Desirable
- Full membership of appropriate Professional Body e.g., CMI, CIBSE, IWFM.
- Post-graduate degree in Management Studies or equivalent.
- Facilities management experience of a high containment, science-based organisation.
- Knowledge of current and future UK and International Estates Standards, carbon standards and environmental schemes and sustainability targets.
