Spinwell is recruiting for an Estates Surveyor for an excellent opportunity within the public sector.
RESPONSIBILITIES OF ESTATES SURVEYOR         

Assist in the running of KCC’s Disposal Portfolio and Asset Disposal Programme of its surplus assets supporting the preparation of information and reports to ensure KCC governance is satisfied to dispose of surplus assets.

Support the commissioning of all necessary due diligence, engaging external advisors and providers in order that options for disposal can be considered.

SKILLS/EXPERIENCE REQUIRED OF ESTATES SURVEYOR     

• Undertake the management of lower value and non-complex disposals through external services and put in place arrangements as appropriate to mitigate the cost of holding assets where available.
• Deal with variations or instructions as directed during the marketing and legal phase of the disposal to deliver completion. Monitor consultants, advisors and agents to assess their value for money, performance and delivery, escalating the matter where this is not the case.
• Ensure all necessary decisions are obtained and the process managed effectively, reporting progress as required. Ensure all disposal outcomes are properly recorded and that the disposal’s programme is on track by undertaking relevant monitoring and escalating any issues if not easily resolvable.
• Support the Disposal team generally to enable assessment of options, risk exposure and actions, enabling correct and timely decisions to be made.

Qualifications preferred:

• Educated to Degree level education preferably in a property related field and/or working towards a property professional qualification.

Relevant experience sought:

• Experience of Working within the Public Sector and an understanding of Council decision making and processes would be helpful.
• Commissioning work with performance indicators and/or analysing and measuring performance.
• Some negotiation on property disposals or similar.
• Problem solving and an ability to manage property transactions through third parties.
