Job Description:
The Financial Managementaccountant will be responsible to the Senior Accountant Financial Managementfor the provision of a range of business support services to individualassistant directors, operational managers, clinicians, and budget managerswithin the relevant Directorates in order to achieve effective financialmanagement and support the drive for continuous improvement in service deliveryin line with the strategic objectives of the Trust.
This will include the productionof regular, meaningful financial analysis reports to facilitate effectivebudgetary control at Directorate level and assisting the Senior Accountant inanalysing and evaluating complex problems. The post holder will be required tomaintain a detailed understanding of the complex financial environment, thedrivers which impact budgetary performance, the interface issues between thecomplex targets to be delivered against and the actions being taken forward bydirectorates.
The post-holder will assist theSenior Accountant in undertaking the financial aspects of budget setting,service re-profiling, service developments/retractions and other ad[1]hoc financialcostings as required. The post-holder will deputise for the Senior Accountantas and when required. To facilitate Corporate reporting and the development ofthe monthly reporting of Trust financial performance, the post-holder will berequired to work within the Corporate Team within the Financial ManagementDivision when necessary.
MainResponsibilities:
Financial Planning, Reporting andMonitoring
· Support the senior accountant inmaintaining effective financial control within allocated Directorates. V5 –Released.
· Assist with the timely production of the monthly Trust Boardreport and DOH returns.
· Assist with commissioner liaisonin relation to the negotiation of the service and budget agreements andcontract variations relevant to the Directorates.
· Ensure that all relevant serviceand budget agreements, adjustments and funding for other service developmentsare accurately reflected within the Directorates budgets in order to maintainaccurate financial reporting and effective financial control.
· Support Directorate managementteams in formulating plans for change, articulating risks and appraisingoptions.
· Assist with the provision ofexpert analysis, interpretation and evaluation of financial and non-financialdata.
· Provide high quality advice onall financial issues relating to reform, modernisation and efficiency plans,service strategies, service development proposals, cash release efficiencytargets and slippage projections within directorates.
· Assist with the monthlyproduction of written assessment of the financial position for the Directorate.This will include a commentary on the relationship between different types ofperformance information (activity, workforce) as a consequence of having adetailed understanding of the varying and complex issues which factor.
· Support the development ofrevenue consequences for business cases in relation to service development andreform and modernisation initiatives.
Qualifications/Experience:
Full membership of one of thefive professional accounting institutes within the CCAB, or CIMA
AND
A minimum of 2 years experiencein a senior finance* role
* Senior Finance Role is definedas experience gained at Agenda for Change Band 6 or equivalent which mustinclude experience in providing complex financial information, analysing andinterpreting a range of financial information, extensive use of financialsystems for debtors, creditors, stock and the general ledger and working withboth internal and external stakeholders.
