Job description

We operate a fleet of about 960 vehicles across North Yorkshire. The fleet consists of a variety of vehicles from refuge collection vehicles, gritters, road sweepers, minibuses, tippers, cars and vans. 

We work closely with NY Highways Ltd and other Brierley Group Companies and provide a maintenance service to those companies where required where there are a further 300 vehicles. We also operate about 200 vehicles on its Goods Operator Licence and 105 minibuses on Transport Act Permits. These vehicles must be operated under stringent undertaking that are made to the office of the Traffic Commissioners.

The safe operation and availability of vehicles is vital so that services are able to discharge their function without impediment, to ensure that road safety is maintained and that the reputation of the Council is protected. We have a PSV Permits and a standard LGV Operator’s Licence that require statutory compliance. Non- compliance with statutory undertakings can result in disciplinary action by the Traffic Commissioner whereby they may suspend, curtail or revoke our Operator’s Licence preventing the Council from operating.

This is where you come in

The Role

As Fleet Officer you will manage the Vehicle Replacement Programme and assist the Area Fleet Manger with the development of moving towards alternative fuels.

You will support with the day-to-day asset management of Council vehicles and support the management of corporate road risk. You will lead on projects and support the development and implementation of corporate fleet operating procedures, general road risk procedures, and driving at work policy and procedure. This includes supporting Brierley Group companies with the management of their fleets to ensure co-operation across the portfolio. You will provide day to day management of our vehicle replacement programme across the whole county and will play a key role assisting with the implementation and introduction of alternative fuels, assisting with the transformation and developing it across the joint team, the Brierley Group and NYC. The aspiration is to commercially develop the function. 

What you will bring

To be successful you must have a B Category Licence and it would be desirable to have a LGV Transport Manager’s Certificate of Professional Competence, although not essential. 

You will have good communication and interpersonal skills with the ability to persuade, influence and negotiate in complex situations and be able to make sound decisions based on relevant information.  You will have experience in project management, experience in managing contracts and relationships with contractors and it would be beneficial if you have experience in sourcing.

It would be desirable to have in-depth knowledge of operator, vehicle and driver licensing requirements relating to passenger transport, goods transport, light commercial and other specialist vehicles, detailed knowledge of vehicle maintenance requirements and vehicle workshop operations, and of vehicle specifications across all vehicle types and regulatory requirements

We are seeking someone who has experience of managing and preferably operating fleet assets and can manage fleet items and associated costs across a wide geographical area. A knowledge of fleet asset management software and other associated fleet systems is advantageous. However, full training will be given.
