Job summary

The Public Sector Fraud Authority (PSFA) is a fast paced delivery and operational team that is responsible for holding departments and arms-length bodies to account for their handling of fraud in the public sector. The Authority will write the standards for counter fraud work across government and hold public bodies to account against these. Working in the PSFA offers access to a wide range of stakeholders across government and the opportunity to work with various sectors in a high profile policy area with high media, parliamentary and ministerial interest.

The PSFA was launched on the 3rd August 2022 following an increased focus in government on tackling fraud. It succeeded the Government Counter Fraud Function (GCFF) in the Cabinet Office. The PSFA is at the centre of this function and leads work across government and public bodies to understand and reduce the impact of fraud. The PSFA is outcome and performance driven, offers a depth and breadth of expertise and works jointly with HMT to tackle fraud in the public sector.

The PSFA, whilst sitting within the Cabinet Office, reports jointly to the Cabinet Office and Treasury Ministers. Maintaining close working relationships with HMT colleagues is key to ensure the PSFA can deliver its mandate effectively. The PSFA is a team of c.125 staff members with locations across the country – including Newcastle, York, Glasgow and London. As a result, hybrid working is embraced and teams are encouraged to collaborate in the various Cabinet Office Hubs around the country.

Job description

The purpose of the Performance, Assurance and Evidence (PAE) Team is to oversee the performance of ministerial departments and public bodies in understanding and reducing the impact of fraud.

The team does this by monitoring the performance of public sector organisations, maintaining the evidence base for counter fraud and undertaking a range of assurance and review activities on behalf of the PSFA. These include leading on the Functional Standards Assurance, analysing departmental counter Fraud Performance data across a range of different sources and against agreed performance metrics, undertaking quality reviews of counter fraud activity and targeted reviews on areas of fraud management.

This is an outward facing role working closely with a range of people both internally across the PSFA and in government departments.

This role provides counter fraud focussed support to the team by managing and interpreting data and information to understand the changing fraud landscape. It provides support across a number of important and high profile projects and products within the PAE team.

The post holder will provide support to PAE Performance and Product Leads in order to be able to understand and communicate counter Fraud Performance data at an organisational level in a way which is easy to understand, visually engaging and enhances stakeholders engagement and understanding of counter Fraud Performance at an organisational level.

PAE Fraud Performance Management Information Leads are responsible for leading on the collation, validation and assurance of counter Fraud Performance reporting data which is frequently used to inform published communication products and reports across the whole of the PSFA and the Government Counter Fraud Function.

This role will offer significant exposure to working across the Counter Fraud Function and will suit someone who is confident working with a range of senior leaders, both internally and externally, as well as part of a team, and who will apply a flexible and agile approach whilst working to multiple deadlines and competing priorities.

A Fraud Performance Management Information Lead has a strong understanding of a wide range of sources and analytical tools needed for the product/project they are working on, and knows how to communicate insights clearly.

As part of this role, you will:

  • Be responsible for the collation and management of fraud and error performance reporting data submitted to the PSFA including information provided by departments and public bodies through their Consolidated Data Returns (CDR). You will also analyse information submitted for Counter Fraud Workforce and Performance Reviews, as part of Functional Standards Assurance, as well as your work contributing to the maintenance of the public sector evidence base on Fraud & Error.
  • Work collaboratively with stakeholders, both internal and external, in order to both understand and help define counter Fraud Performance metrics and the reporting requirements against those metrics.
  • Support the PSFA’s Performance Leads to be able to confidently engage with and understand different forms of counter Fraud Performance data. This will include supporting Performance Leads to interpret and communicate counter Fraud Performance data for their organisations by developing and equipping performance leads to use a range of appropriate reporting and visual communication tools
  • Work collaboratively with Project and Product teams to enable them to measure and assess outcomes (for example, what good looks like and how it will be measured)
  • Know how and when to use your initiative to work independently, but still know when to seek guidance when necessary.
  • Be adaptable in applying analysis techniques and tools across a range of different products, including at times making assessments to Performance Leads on how best to collect and collate counter fraud reporting data.
  • Be responsible for the accuracy and quality of data and supporting analysis, including taking decisions with the support of senior colleagues on how analysis is best used.
  • Engage with internal and external stakeholders, communicating clearly about the work of the PAE team.

  • Working within constraints (performance analyst). You can identify, understand, communicate and work within constraints. You can challenge the validity of constraints. You can ensure that standards are being met. You can show an understanding of security and data privacy. (Skill level: working)
  • An understanding of what constitutes ‘Fraud’ and ‘Error’ in the context of broader irregular spending and how and why this can make it difficult to differentiate between fraud and error in aggregate data reporting.

Responsibilities:

  • Leading on the collation, interpretation and presentation of counter Fraud Performance data
  • Supporting Performance Leads to build and maintain strong stakeholder engagement with the work of the PAE team.
  • Preparation of high quality performance documentation, using engaging data visualisations
  • Providing support as required across the wider Performance, Evidence and Assurance team and PSFA.

Essential Criteria

  • Experience in a role where attention to detail and numerical information are critical.
  • Excellent communication skills, both written and verbal, in order to be able to engage and maintain relationships with a range of stakeholders at often senior levels across government.
  • Evidence of effective organisational, time management and prioritisation skills and using these to successfully deliver outcomes.
  • Evidence of effective research skills.
  • Strong working knowledge of office suite/google suite applications (Excel/sheets, PowerPoint/slides)
  • The ability to both accurately interpret and communicate fraud and error reporting data in a way which is both appropriate to the audience and easily understandable

Desirable Criteria:

  • Experience in counter fraud and/or economic crime
  • Experience having used data in a performance setting previously and/or equivalent qualification(s)
  • Strong working knowledge of Microsoft Power BI or other data visualisation software

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
