Introduction

The Strategic Estates team in Parliament takes great pride in looking after and improving the buildings of Parliament itself, as custodians of the Estate. While we are part of the House of Commons service, we provide services to the House of Lords as well. We operate on a working World Heritage site which attracts visitors from all over the globe, in a challenging stakeholder environment where conservation and the need to innovate and build for the future coincide.

Strategic Estates acts on behalf of the House of Commons and the House of Lords, dealing with all property related capital investment matters. The Project Delivery Team is responsible for leading and delivering a wide variety of refurbishment, conservation and construction related projects to meet the needs of both Houses within agreed governance parameters.

The Role

This role will manage the smooth and timely handover of construction projects in Strategic Estates. Projects are delivered by the Project Delivery team with support from both consultants and contractors and then handed over to the Parliamentary Maintenance Services Team (PMST) to maintain and various Parliamentary teams as end user.

The Handover Manager will focus on ensuring that handover from project team to PMST and end user is as seamless as possible, making sure the project follows the Government Soft Landings processes at all stages of the project life cycle and will be the Government Soft Landings Champion within Project Delivery.

Some of the responsibilities for this role include:

  • Assist the project team in representing the building end users throughout the project from inception, through design, procurement, construction, commissioning, handover and operational readiness.
  • Identify all stakeholders who will need to be consulted or be involved in the handover process.
  • Ensure that requirements for building services providers (eg IT, cleaning) are adequately defined and that the needs of the end user and all other technical stakeholders, (eg Design Authority) are fully and properly understood and accounted for.
  • Coordinate and assure project handover checklists, which are to include a comprehensive list of project and internal activities and deliverables.

Skills and Experience

To be successful in this role you will demonstrate:

  • Desirable qualifications include:
    • Degree in Facilities Management.
    • Project Management experience.
  • Relevant experience with a proven track record of performing a similar role; particularly managing or overseeing the handover activities of capital construction projects from the perspective of the Client across all construction disciplines.
  • Experience working as a proactive 'informed client' on complex projects on occupied client estates with multiple stakeholders and the ability to work successfully within a team, whilst upholding the values of equality, diversity and inclusion.
  • Build and maintain effective relationships with stakeholders at all levels, including responding to needs diplomatically and managing expectations.
  • Communicates confidently and effectively, both orally and in writing, including explaining technical issues to a lay audience.
