Job description

We are seeking an experienced and enthusiastic analyst to join us in a highly rewarding role within DfT’s Strategic Analysis team. As Head of Cross-Cutting Analysis, you will deliver a comprehensive range of new analytical insights and use your expertise to help address strategic challenges facing the Department.

Examples vary, including understanding what drives individuals’ choice of transport usage, the interaction between transport demand and macroeconomic indicators, and the analytical case for different funding models for transport infrastructure.

This role offers a fantastic opportunity to make your mark on a variety of high-profile policy issues, as we seek to build a modern transport system that works for users across the country. You will identify and deliver new analytical work streams and produce high quality outputs. In doing so, you will have exposure within and outside of the Department, collaborating with other analytical colleagues, policy advisors and stakeholders.

Our Strategic Analysis team is a new team, sitting at the heart of the Department’s analytical community. We offer strategic insights across a range of analytical areas, including corporate matters, macroeconomic issues, and direct policy analysis on Growth, housing, planning and the Union.

As an analytical leader across the Department, you will be a key part of the Strategic Analysis leadership team, leading projects across multiple teams, forming relationships and supporting a wide range of analysts.

Your key responsibilities will include:

  • Designing and delivering a new and comprehensive programme of high-quality analytical insights across the transport portfolio – incorporating strategic perspectives and progressing creative and proportionate solutions to challenging problems with Ministers, senior officials, and external partners.
  • Building up the department’s understanding of macroeconomic impacts on transport, through internal briefings, external engagement, and other opportunities.
  • Enhancing our external engagement with analytical bodies, for example the International Transport Forum and think tanks.
  • Bringing together strategic analysis as a function across DfT, and forging relationships with the Transport Appraisal and Strategic Modelling, and Strategy Unit analysis teams.
  • Communicating complex strategic problems and analysis clearly and succinctly, making links across different agendas, being politically astute and demonstrating excellent judgement.
  • Line management responsibilities for one Grade 7, with an opportunity to expand the team in the future.

Person specification

About you

You will demonstrate strong analytical expertise and a track record of producing and articulating high quality analytical work, to bringing together a broad range of information and perspectives to reach well evidenced conclusions to support policy decision making.

You will display excellent interpersonal skills and be a trusted adviser with effective decision-making skills. You will need to be proactive in influencing others, to ensure your insights have impact. You will enjoy collaborating across teams to build constructive relationships across the Department and Government.

You will be an engaging and motivational leader, who is supportive during challenging periods to deliver high quality outputs. You will encourage an inclusive team spirit and bring together and lead multiple teams to deliver joint projects.

Additional information

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

Occasional travel to other DfT offices may be required.

Candidates must hold a minimum 2:1 Undergraduate degree in Economics, or equivalent that has a proven minimum of 50% of Economic credits.
