The Sussex route, which includes the Brighton Main Line and its branch lines, is among the busiest and most congested in the country, carrying just under 4,000 scheduled passenger and freight services each day.
Principally a commuter route to and from London, the route is critical to the regional and national economy, transporting high volumes of travellers from the south coast to the capital, as well as Gatwick Airport, the country’s second busiest international airport and a key gateway to the United Kingdom.
Brief Description
We are currently seeking a Head of Route SHE to work with the route leadership team, to lead the activities necessary to continuously improve safety, health, environment and sustainable development (SHE) performance in the route, and provide management assurance to the route leadership team on the extent to which the route is managing and reducing its SHE risks.
About the role (External)
Key Accountabilities:
1. Contribute to the formulation and on-going development of Network Rail's strategies and plans on safety, health, environment and sustainable development and input to the development and review of the Home Safe and Environment & Sustainable Development plans, through constructive participation in the SHE Integration Review Group and any relevant company-wide programmes.
2. Identify and keep under review all SHE risks relevant to the route and the controls put in place to manage the identified risks, advise the route leadership team when controls become or are likely to become ineffective.
3. Within the context of the Home Safe and Environment & Sustainable Development plans lead the development and implementation of the Route SHE Plan aimed at supporting the implementation of the company's strategies, managing SHE risks and compliance with all SHE related regulations, permits, consents and licences.
4. Provide leadership on SHE matters across the route, advise the route leadership team on SHE matters to enable them to meet their responsibilities as managers and inform the Route Managing Director on the capability requirements to implement the Route SHE Plan.
5. Lead the development and implementation of appropriate processes so the route complies with the Life Saving Rules and SHE related components of the Business Critical Rules.
6. Support the implementation the company's health and safety, and environmental management systems across all route activities.
7. Act as the Designated Competent Person (DCP) for workforce accidents including providing expert advice on accident and incident investigation tools, techniques and best practice. Direct the reporting of all accidents and incidents on the route and implement the Fair Culture processes.
8. Lead the route leadership team in reviewing the effectiveness of investigation recommendations, mitigating the highlighted risks, and embed within the route the learning from incidents to eliminate the potential for repeats including the investigating wider out of Route learning.
9. Develop and embed effective performance monitoring arrangements to enable progress against the Route SHE Plan to be assessed.
10. Lead the implementation of SHE culture change programmes within the framework established by the corporate Safety, Technical and Engineering (STE) function.
11. Lead engagement with regulatory bodies, trades unions, customers and other stakeholders on SHE matters specific to the route.
12. Act as the single point of contact for STE reporting on the Route.
Job Skills, Experience and Qualifications:
Essential
- Significant experience in senior management role
- Experience of leading teams in a complex, dynamic environment
- Experience of managing safety, health, environmental and/or sustainable development issues
- Competent in safety, occupational health and at least working towards environmental management to NEBOSH Diploma level or equivalent
- Detailed understanding of NR safety and environmental management systems
Desirable
- An understanding of the performance regime and financial systems
