Reed Recruitment are recruiting for a HSE Advisor for our client who are a leading Civil Engineering, Surfacing, Building, Drainage and Smalls Work company. The role is initially based on site at a project in Southampton. The purpose of this role is to advise and support the project team as well as the client's project management teams on all health, safety and environmental matters. You will keep the HSEQ Manager appraised with the progression & health, safety & environmental performance of the construction project, in relation to the achievements of the HSEQ Policy and Management System objectives.
The HSE Advisor will be supported by the project team and HSEQ management teams to promote compliance with HSE policies and performance objectives, as laid down in the integrated management system & project-specific Construction Phase Plan and Environmental Management Plan.
Key Duties
Carry out general HSE inspections and task-specific audits, report the results in writing to project management and HSEQ Management teams and ensure that employees receive adequate feedback.
Liaise with client project management team and receive HSE performance feedback from them.
Assist client project management team to promote compliance with client policies, procedures and exceed overall project HSE performance expectations.
Investigate employees' concerns in relation to health and safety and environmental issues and report these to the project management and HSEQ Management teams, via tool box talks and safety conversations, adequate feedback on the outcome.
Advise employees on control measures and protective equipment requirements and to encourage the use of such equipment
Organise toolbox talks and give instruction assisted by project management team on safe system of working, employee responsibilities, & ensure HSE rules and regulations are in place and being fully implemented.
Control the work-pack preparation and review process (RAMS, Permit applications, COSHH, MH, HAV, Noise, Lifting Studies (training will be provided). This includes authoring and review of 'work-packs' prior to submission to the client and subsequent re-working where necessary.
Advise on the health, safety and environmental training needs of the project personnel and assist with the booking, delivery (where appropriate), recorded and validated.
Ensure that all incidents, injuries and dangerous occurrences are reported in line with the company Incident Management process.
Participate in the investigation of all site HSEQ incidents in line with the company Incident Management process with a view to suggesting improvements to work practices and preventing recurrence.
Develop Lessons Learned communications and distribute to the wider business
Participate in the site HSEQ meetings for promotion of the Company
Essential Criteria
NEBOSH National General (or Construction) Certificate.
UK Driving Licence
Construction industry experience as a HSE Advisor/Manager
IT literacy - Microsoft Word, Excel and PowerPoint
Familiar with latest Health & Safety legislation and industry best-practice guidance.
Ability to produce 'work-packs' as detailed under 'Key Duties' above
To communicate well at different levels within the organisation
Ability to develop relationships with other staff (Contracts and Health & Safety Departments) and Clients
Commitment to continued professional development.
