Do you think you could bring an independent perspective to analyse the Council’s arrangements for;-
- managing risk;
- maintaining an effective control environment; and
- reporting on financial and other governance matters?
We are looking to appoint an Independent Member to the Audit and Governance Committee, ideally someone with a finance, accountancy, corporate governance, risk management or audit background. You must be able to analyse and discuss complex information and act impartially at all times. You would be expected to attend meetings of the Audit and Governance Committee (approximately four a year) in a non-voting capacity, and bring an informed and independent perspective to the Committee. Anyone wishing to put themselves forward for this role should be able to demonstrate a commitment to good governance in the public sector, and preferably have some knowledge of local government or other public bodies.
The Audit and Governance Committee provides a key source of assurance on the Council’s audit and corporate governance arrangements. Specifically, the Committee is responsible for the council’s internal and external audit activity, risk management, maintaining an effective control environment, treasury management, financial accounts and wider corporate governance matters.
The Audit and Governance Committee has nine elected members of the Council and an independent Chairman. There is scope to develop this second independent role for succession to the independent Chairman position. You will be required to attend up to four meetings a year; training will be provided.
Subject to ratification by North East Lincolnshire Council, an indicative annual allowance of £2250 has been suggested for this role.
In order to be eligible to apply for the position, applicants must not:
- Be a councillor or officer of the Council or have been so in the preceding five years prior to appointment
- Be related to, or a close friend of, any councillor or officer of North East Lincolnshire Council.
- have, within five years before the day of his/her appointment, been convicted of any offence and had passed upon him/her a sentence of imprisonment (whether suspended or not) for a period of not less than three months without the option of a fine.
- Be an undischarged bankrupt
- Have significant business dealings with the Council
- Have a formal connection with any political group
