This role will be split between office based, home working and working one site. Expected office attendance is one day a week (Wednesday).

The Opportunity
Essex County Council (ECC) has a Bus Service Improvement Plan (BSIP) which sets out how ECC will increase the number of people travelling by bus. The Bus Roadside Infrastructure can influence peoples view of the bus and the Bus Infrastructure Team's role is to provide quality roadside infrastructure for the residents of Essex. There are 7,483 bus stops in Essex, and 2,108 have bus shelters, 2,891 are bus stops with a level boarding facility or raised kerb and 5,488 have flags and poles.
The role will support the Infrastructure Development Manager in the analysis of current bus infrastructure and identify replacement, maintenance, and new requirements, in coordination and collaboration with internal and external stakeholders. They will draft specifications for the procurement of services and manage awarded bus infrastructure contracts.
The role reports to the Infrastructure Development Manager, part of the Integrated Passenger Transport Unit (IPTU), will manage bus infrastructure projects and work collaboratively with colleagues and Council Members across Essex County Council, Districts, City and Borough Councils, plus Bus Operators and Local Developers.
This role requires a candidate with excellent analytical, organisational, and communication skills as you will be working with a diverse team.
Accountabilities
- Provide support for local partnerships to ensure Roadside Bus Infrastructure meets the needs of Essex residents and supports the BSIP ambition to see more people traveling by bus.
- Play a key role in the management of contracts to ensure successful installation of Roadside Bus Infrastructure.
- Responsible for carrying out onsite inspections and audits in line with the Construction, Design and Management (CDM) regulations.
- Responsible for ensuring projects meet key milestones and are delivered on time and within budget.
- Manage internal and external stakeholder engagement for projects, taking account of potential sensitivities and ensuring best outcomes for the communities of Essex.
- Develop and maintain a progress recording system to track progress of financial targets, across the Bus Infrastructure Development function within the IPTU.
- Responsible for ensuring prompt and efficient processing of member enquiries and those of customer and work colleagues.
- Assist with the development of a program of capital and revenue projects to deliver the Passenger Transport and wider directorate and corporate policies and strategies.
- Specific individual and shared targets and objectives are defined annually within the performance management framework.
The Experience You Will Bring
- Educated to degree level in a relevant subject area, or equivalent by experience.
- Evidence of continuing professional development with expert knowledge in CDM regulations and ideally NRSWA trained.
- Experience within the infrastructure sector, working with both internal and external partners and understanding the challenges of achieving outcomes within a complex multi-agency commercial environment.
- Experience of project management practices, ideally with an industry recognised qualification.
- Experience of reading Utility Plans, desirable but not essential.
- Strong analytical, prioritisation, and negotiating skills.
- Demonstrated experience managing business relationships and stakeholders.
- Problem solver with exceptional analytical and quantitative skills.
- A full, clean driving license and access to a car required.
