About the role

The Policy & Insight Team are looking to recruit a Insight Analyst (Research) to assist with providing data, analysis and insight to the wider County Council and partners. The primary subject focus of this role will be crime and community safety, communities, poverty and inequalities. This work will support the operational management and strategic planning of services.

All roles are offered on an up-to full-time basis, and part time applicants would be considered.  

The Policy and Insight Team are a hybrid working team - i.e. employees split their working time between home and a County Council office – our team’s main office is in Papworth Everard. Successful candidates should expect to work from an office at least 1 day per week – this could be in any of our Cambridgeshire County Council offices and can be combined with our monthly team meeting that takes place in Papworth Everard.  

Whilst the majority of our IT support can be delivered remotely, our IT team are based at New Shire Hall in Alconbury and individuals are expected to be able to attend in person when required. 

 The successful applicants can expect to develop their knowledge and expertise further and complete complex analysis using Excel, Power BI, GIS software and other data manipulation tools. This could include the opportunity to complete a level 4 Data Analyst Apprenticeship.
The Policy & Insights Team work across a variety of subject areas, supporting Cambridgeshire County Council and partners in the wider public sector to make well evidenced decisions. The role currently being offered will predominantly focus on drawing insights from crime and community safety, communities, poverty and inequalities datasets and supporting relevant services and teams. It would be beneficial to have experience in one of these subject areas but subject matter training can be provided so this is not essential. Please be aware that due to the nature of the data we handle, this role will require a basic DBS check.

What will you be doing?

As an Analyst you will work under the guidance of a Senior Analyst to provide data, insight and analysis to the wider County Council and its partners. Your role will include:

  • Extracting, transforming and quality assuring data.
  • Utilising PowerBI to create dashboards which support service management.
  • Developing in-depth knowledge of the services you support, their policies and practice as well as the underlying Management Information systems that they use.
  • Supporting and liaising with local partnerships and stakeholders
  • Supporting senior analysts by conducting analysis, producing outputs, presenting findings and report writing where necessary.
  • Responding to regular and ad-hoc data requirements, including committee reporting, Freedom of Information requests, and data requests from service leaders.
  • Using varied analytical tools to support policy and wider decision-making, including demand management and resource allocation.

About you

This role would suit someone with knowledge and experience of data transformation and analysis. This knowledge could have been gained through employment or study. You should be prepared to provide examples of scenarios when you have worked with a dataset(s) and with analysis software (for example Excel, PowerBI or GIS).
The P&I team come from a variety of study and work-based backgrounds such as geography, politics, philosophy, anthropology, maths and engineering but we all tend to be numerate, problem-solving individuals. Training and development opportunities will be provided and we encourage applications from anyone that meets the essential criteria and is passionate about drawing meaning from data.

Our Insight Analysts are expected to be technically proficient in data analysis and the use of analytical tools. They will have some experience in research or other analytical roles combined with excellent IT, time management and communication skills. Being well organised with good attention to detail and the ability to consistently produce high quality work is also key. You should also be able to demonstrate awareness and understanding of equality, diversity and inclusion (EDI).
