About the role
As Intelligence Manager, you’ll join the team leading the development of the new Health Determinants Research Collaboration (HDRC) Greater Essex – part of the emerging network of research centres that are based in local authorities, funded by the National Institute for Health and Care Research (NIHR)
The HDRC Greater Essex will be hosted by Essex County Council, but you’ll work hand-in-glove with colleagues in Southend-on-Sea and Thurrock Councils, and across the University of Essex and Anglia Ruskin University.
You’ll provide operational leadership to the development and delivery of a high-quality research programme, focused on the wider determinants of health, and capable of informing decisions on strategy and commissioning and shaping future service practice. Deep engagement with partners across the local system of public services, and with members of our multi-partner Leadership Board, will be the key to success.
In this role you will ensure that the insights we generate are timely and presented to achieve maximum impact. You’ll lead a team of specialist researchers, helping them to navigating a complex political environment, and using your experience to identify where the team’s skills and capabilities can add most value. You’ll build strong and productive working relationships with senior stakeholders across the council and beyond.

Responsibilities
In this role you will be responsible for:
· leading a team that provides partners across Greater Essex with actionable insightful, research, evidence and recommendations that support the achievement of strategic priorities identified through engagement with partners and reflected in the HDRC’s research programme.
· operational leadership of a multi-disciplinary Research Collaboration spanning public services and the higher sector, contributing to the ongoing development of ECC’s research capability by developing the staff to advance their technical capabilities.
· supporting academic researchers leads and HDRC researchers in advancing compelling applications for research funding from organisations such as research councils, government bodies and charitable foundations.
· the line management of staff leading wider HDRC programmes ensuring that appropriate links are made between these programmes and with the wider work of partners.
· gathering and making available case studies, data and management information to enable the ongoing monitoring and evaluation of the HDRC.
· progressing research projects through appropriate research governance processes, ensuring that the HDRC research is carried out in a meaningful and ethical manner.

Knowledge, Skills & Experience
We’re looking for people with significant experience in delivering research and analysis for large, complex organisations. You’ll have a track record in delivering research that impacts strategic decision making.
We are looking for candidates who meet the following criteria:
· Educated to degree level or equivalent by experience.
· Evidence of continuing professional development and expert knowledge in a relevant area.
· Significant experience of undertaking research, analysis and/or providing an intelligence function to a large complex organisation.
· Significant experience of leading and motivating a multi-disciplinary team to deliver positive outcomes.
· Extensive knowledge of quantitative and qualitative research methodology, ethical research practices and the Data Protection Act.
· Deep understanding of the legislative framework in which the Council operates.
· Demonstrable experience of working in a political environment, skills in understanding and responding to different perspectives and taking a cross organisational perspective.
