Cedar are supporting a Public Sector client based in Liverpool who are looking to hire an Interim Procurement Director to support the delivery of a new Strategic Waste Management Service. This role will operate OUTSIDE IR35 paying up to £700 per day and will operate on a hybrid working basis, primarily home based but with requirements to be on-site as/when required for key meetings. This role will commence in April 2024 and is expected to run until services are replaced and transitioned in 2030.
The successful candidate will lead the delivery team and will be accountable for successful delivery to the Authority through the Programme Board, working day to day with the Chief Executive. The primary objective of the role is to ensure successful development and delivery of future Waste Management service arrangements from the expiry of the existing contract in May 2029. This will require detailed strategic planning and management of each key phase for delivery of such an ambitious project, commencing with setting up the Programme delivery team (including engagement of specialist external advisors).
The successful candidate MUST HAVE:
- experience designing and delivering large-scale, multi-million ££ PFI/PPP type procurement projects
- demonstrable track record of high-quality project delivery in a large-scale Waste Management infrastructure environment
- demonstrable experience delivering major infrastructure projects within a local government setting, and therefore be fully comfortable and conversant with complex public sector governance processes and timescales
- availability to commit for the full expected timescale of the commission (from April 2024 through to the end of 2029 as a minimum)
