Job description

You will be delivering the negotiation of new trade deals and leading the development of UK policy in the global trading system.

The Department for Business and Trade champions open and fair global trading that supports UK economic growth. Our programme is continuing to expand in 2024, including negotiating and implementing trade agreements, the UK’s representation at the World Trade Organization and tackling overseas market access barriers for UK businesses.

You will join the team responsible for our trade policy on government procurement. Our team’s objective is to create a trading system that supports UK businesses fairly competing for public contract opportunities in overseas markets.

As a grade 7 head, you will lead a team negotiating the government procurement chapter and market access schedules in our live programme of trade negotiations. This will involve leading the strategy for the government procurement chapter in an FTA negotiation and engaging with your international counterparts to reach an agreed outcome.

You will have line management responsibility for one or two policy leads. You will also be expected to take on wider corporate responsibilities for the team and directorate, including capability building and the development of our people and culture.

Our team works in close collaboration with Cabinet Office commercial procurement policy, alongside other government departments and the devolved administrations. You will have responsibility for working with a wide range of stakeholders to deliver our team’s goals.


  • Lead a team negotiating the government procurement chapter in DBT’s programme of trade negotiations. You will manage a negotiation team that will involve policy, legal and analytical leads.
  • Develop the strategy and policy positions for the government procurement chapter in trade negotiations. This will involve pulling together and assessing the evidence base and factoring in wider negotiation and policy considerations.
  • Lead the engagement and relationship with your international counterparts in trade negotiations. You will need to find solutions and ways to reach agreed outcomes with international counterparts.
  • Line management responsibility for one or two policy leads.
  • Support the team’s capability and development of our people and culture.
