Job description

To ensure the effective delivery of a programme of new build Care Homes to agreed standards, specification, timescales and budget on a national basis.

Key Responsibilities

  • Plan and lead the development team through the design, procurement and construction processes of new build developments and extensions.
  • Take primary responsibility for the management of all external support resources/ professionals and consultants required to deliver each development successfully.
  • Consult with architects, engineers and other technical professionals to make sure that design intentions and operational stakeholder requirements are met.
  • Consult with and manage relationships with developers to support the design, procurement and construction processes of new build developments through sale and lease back/lease schemes.
  • Plan/propose construction methods and procedures, taking the opportunity to challenge current methods and introduce new methods/technologies to deliver efficiency and/or reduce cost.
  • Understand industry benchmarks regarding development and construction costs and identify opportunities to introduce further efficiencies/greater value for money.
  • Develop and regularly review design criteria through consultation with key stakeholders such as clinical governance and operations, taking the opportunity to challenge external professionals such as architects to drive creativity and innovation.
  • Introduce quality standards for all builds and ensure that quality of product/finish is delivered.
  • Produce detailed build programmes to support contract bids and other business development opportunities.
  • Control the preparation of build and all other associated development cost estimates and the documentation for contract bids to support business development opportunities and attain board approval.
  • Negotiate build contract documents and ensure a robust contractual process is adhered to.
  • Develop and regularly review general build and mechanical and electrical specifications (using external professionals as required) to ensure that employers requirements are comprehensive, regularly updated, drive consistency and standardisation and are sympathetic to long term maintenance needs.
  • Control payments to contractors and consultants by valuation of completed works.
  • Deliver projects that meet all performance objectives including quantity of accommodation, specification appropriate to the purpose, quality of build and finish, cost and timescale.
  • Deliver solutions with the right balance of performance, risk and cost under the best commercial terms.
  • Manage, record and report all build costs inclusive of variations, payments, cash flow forecasts and capital project costs to completion.
  • Manage a number of projects at any one time and depending on size and complexity introduce the necessary resources to ensure a successful outcome.
  • Responsibilities will consist of managing all development issues from land purchase to handover and completion of the defects liability period.
  • Ensure that building regulations, standards and by-laws are enforced in all building developments.
  • Ensure safety standards are maintained and compliance assured through CDM management of all build projects.
  • Ensure that building efficiency is maximised giving due consideration to sustainability, renewable resources and carbon efficiency, to satisfy our corporate responsibilities and introduce cost efficiencies where possible.
  • Provide technical advice and support to the facilities management team as required.
  • Ensure previous projects are comprehensively reviewed and continuous improvement opportunities incorporated into new schemes.
  • Provide professional input and guidance to internal colleagues for each project.
  • Manage contractor, consultant and supplier relationships and performance and ensure schemes are appropriately resourced to meet programmes.
  • Attendance at monthly progress meetings and design meetings as required as Client Representative.
  • Liaise with internal colleagues to ensure appropriate design freeze timescales are achieved and information relayed to contractors.
  • Communicate updates on progress and financial performance internally and externally.
  • Develop the Development teams capabilities and performance to ensure structure is able to deliver programme effectively.
