Our client Scottish Power Renewables are currently recruiting for a Lead Engineering Manager to join their team based in London or Glasgow on a contract basis initially. Ideally for this role they are looking for a very experienced Engineering Manager who also has experience within the Offshore Wind industry. For more information on this role see below:
Main Purpose of Job
The Lead Engineering Manager is a critical role within the SPR Offshore business, focussing on the delivery of a largescale offshore wind project in the UK, this being the East Anglia Hub project.
Belonging to the Project Services team and reporting to the Principal Engineering Manager within the EAH project, the Lead Engineering Manager will be responsible for implementing robust and cost effective engineering strategies and plans, and coordinating and managing the engineering activities of the OFTO and Wind Farm packages of works during the tendering, FEED and detailed design phase of the project, inclusive of ground engineering, electrical design, certification/verification and interface management functions. The role will also include defining company and business engineering standards and technical acceptance criteria, and ensuring quality, best practices and excellent H&SE performance are applied to all phases of the project.
The position may require frequent travel to various locations in the UK and overseas and the individual should be capable of managing teams working at different project locations.
Key Tasks
• Accountable for supporting and overseeing the OFTO and Wind Farm systems package of works activities through the engineering lifecycle, through the project stages of Pre-FID and Execution.
• Accountable for supporting and developing, implementing and overseeing compliance to engineering governance procedures throughout the OFTO and Wind Farm Engineering Lifecycle (Requirements definition, change management, design management, verification, validation and acceptance).
• Accountable for coordinating and collaborating with the OFTO transaction team, facilitating required information enabling a successful and timely Transaction.
• Required to develop, implement and produce weekly, monthly and quarterly metrics on OFTO and Wind Farm engineering activities.
• Lead and facilitate regular ‘cross-package reviews’ within the OFTO and Wind Farm domain, delivering engineering/design assurance metrics to the project Engineering Manager.
• Accountable for overseeing OFTO and Wind Farm design activities completed by the project to ensure compliance with company design management procedures.
• Responsible for the development and continual updating of the Single Line Diagram, Design Basis and Design Decision Log documents for each of the Grid systems.
• Responsible for developing the operational scenarios and the required isolation and control strategy.
• Ensure opportunities for optimisation and standardisation are investigated, evaluated and implemented to ensure best value for the project and offshore business whilst ensuring that the risk profile is fully understood.
• Responsible for scoping, delegating, coordinating and then reviewing for technical compliance the numerous system and engineering studies produced both within the engineering team and within the packages. Check all engineering studies for compliance with company design management procedures and ensure their distribution to all the relevant package managers.
• Responsible for the coordination of the system studies rounds and how these feed into the tendering rounds in the main Grid delivery packages. The progress shall be reported to and coordinated with the planner.
• Accountable for ensuring that the grid systems:
o Meet the requirements of National Grid through its grid code
o Achieve the availability and efficiency targets
o Have sufficient SCADA, protection and control systems to allow separate ownership of the grid and wind farm systems.
o Are set up and documented to ensure their transfer to a future OFTO.
o Are engineered to allow compliance to the DCO.
• Responsible for the management of the OFTO and Wind Farm interfaces to ensure that interface risks are identified, captured and recorded in the project risk register and addressed appropriately in design and contract arrangements.
• Responsible for the management of interfaces (and/or appointing an Interface Manager) to ensure that interface risks between the Grid packages and also between Grid, wind farm and external stakeholders are identified, captured and recorded in the project interface register and any problems identified in the risk register and addressed appropriately in design and contract arrangements.
• Support the Packages in the verification, validation and acceptance of component and systems during the manufacture and construction phases and liaising with the relevant engineering teams to ensure that any deviations are analysed, and robustly impact assessed before implementation.
• Liaise with the relevant Package Managers to review and coordinate the responses to TQ’s and NCR’s raised in relation to design issues.
• Ensure that appropriate design assurance/engineering tools (Design Decision Logs, Design Change Management etc.) are used by the OFTO and Wind Farm Packages when and where appropriate
• Ensure that health and safety and environmental requirements are fully considered and adhered to in engineering design to ensure compliance with legislation and industry best practice.
• To provide support to the Principal Designer, the lead PD’s and the Assistant PD’s to help them discharge their duties.
• Accountable for ensuring that all lessons learnt regarding offshore wind farm development and construction are captured and shared across the different Offshore Projects. Establish the right mechanisms for this process and ensure that the project implement them to enhance business value.
• Develop a strategy to provide assurance to the project Engineering Manager, that desired system performance is being met by the evolving design through Project Certification and Verification.
• Lead and manage the project certification contract, developing scopes of work with project packages, facilitating regular strategic and tactical reviews of ongoing certification activities through an independent verification body
• Lead, manage and collaborate with project package teams to ensure the certification and verification scopes of work are being delivered in a timely manner – utilising resources within the project packages.
• Produce monthly reporting metrics on the status of project certification ensuring the execution of the contract progresses smoothly by leading the resolution of issues and identifying risks to the overall project.
• Ensure governing project certification/verification procedures are being adhered to and constantly challenged for efficacy, improving when necessary.
Key Criteria
• Fluent in English.
• Excellent communication and interpersonal skills.
• Educated to Degree level or higher in relevant engineering discipline.
• Chartered Engineer or equivalent.
• Substantial postgraduate experience with significant experience in Offshore Wind.
• IT literate with the ability to operate MS Office systems and other IT based project management software.
• Deep knowledge of health, safety and environmental legislation associated with offshore/marine construction projects.
• Deep knowledge of offshore engineering procedures, standards and guidance.
• Experience in managing highly skilled teams.
• Ability to work independently and in a team environment.
• Flexible to travel around the UK and overseas.
Key Interfaces
Internal:
• Accountable to the Head of Project Services.
• Coordinate support and key expertise from Discipline Leads (design department, WTG, electrical, structural, site characterisation, etc.) and Package Managers to ensure technical compliance to minimise costs/ risks.
• Collaborate with all Project Services Teams to secure key knowledge inputs for application within projects/
contracts to secure best practice and value from investments.
• Collaborate with O&M to ensure requirements are specified and delivered and assets are effectively transferred into operation to deliver business returns.
• Collaborate with Contract Management for
procurement of key contracts and terms/ specification to secure best value and minimise costs/ risks.
• Coordinate HSQE to comply with standards and minimise legal/ regulatory risks.
External:
• Management of Consultants to deliver key advice, studies and compliance.
• Management of major suppliers to ensure project/ contract delivery.
• Collaboration with Partners aligning investment plans, sharing knowledge and best practice and delivering joint venture projects/ assets.
