Job summary

The Home Office is the lead government Department for immigration and passports, crime, police, fire, and counter terrorism – significant issues which are at the heart of the agenda of HM Government. The challenges and opportunities the Department faces are significant and rapidly changing in the global environment in which we operate. Strong analytical advice is needed to navigate these challenges, and the Home Office has a reputation for putting analysis at the heart of decision-making.

The Learning & Development Manager will join a small Management Support Unit within the Performance Reporting & Analysis Unit (PRAU) (part of the Home Office Analysis & Insight directorate).

PRAU provides reporting and analysis of performance for the Migration & Borders Mission and associated operational Capabilities. It supports Ministers, the Executive Committee, Policy and Operational leads and other analytical functions with the management information (MI) that they need, as well as producing data for publication and other forms of external release. The Unit also provides advice and support to others in the Department on how to make best use of performance information and is leading on the transformation of MI systems and capabilities.

Job description

The job holder’s primary role is as follows:

  • Ownership of the unit L&D Strategy, including providing advice to the senior management team on implementation and future direction setting.
  • Accountability for and leadership of the L&D Strategy’s implementation plan, to include allocating resources, prioritising and risk management.
  • Ensuring essential elements of the implementation plan are delivered as “business as usual” to include:

o Maintaining a core catalogue of learning and development solutions

o Maintaining a network of specialist training suppliers and champions

o Developing learning needs analysis for new roles as the business evolves

o Ensuring essential training solutions/products are in place and working effectively

o Delivering mandatory foundation training for all new staff

o Providing a robust assurance and evaluation capability

o Maintaining online tools (e.g. the unit’s SharePoint site).

PRAU is geographically spread across four primary locations (London, Liverpool, and Sheffield and Croydon), with most staff working in line with the Department’s hybrid working arrangements which would see the post holder spend up to 60% of their week in the office, with the remainder working from home. Candidates will need to agree a base location of either Croydon, Sheffield or Liverpool with a requirement for periodic attendance at other Home Office locations. The Management Support Unit meets in person as a team every six to eight weeks at one of these sites or in Westminster, plus there may be some regional travel required to attend or facilitate other events.

This post can be offered on a part-time basis however a minimum of 0.8 FTE will be required.

Person specification

The successful candidate will need:

  • Experience of design and delivery of learning and development products in a busy operational unit where L&D has not always been prioritised and/or where engagement with service users can be challenging.
  • Knowledge of overall service design and delivery (rather than just being an expert in delivering specific training products themselves).
  • Experience in a range of engagement strategies/tools that can connect with hard-to-reach service users.
  • To be able to evidence experience in using of a range of service delivery/L&D delivery methods.

Essential Criteria

  • Proven experience and expertise in Learning & Development.
  • Strong leadership skills and the ability to effectively manage and mentor others.
  • Strategic thinking where you can feed workforce and business needs into learning and talent development strategy, translating strategies into solutions.
  • A good understanding of learning methodologies and principles.
  • Strong analytical skills and the ability to evaluate the effectiveness and impact of L&D initiatives.
  • Strong communication and interpersonal skills, with the ability to build relationships and engage with stakeholders at all levels.
  • Flexibility and adaptability to work in a fast-paced environment and manage multiple priorities.
  • Passion for talent development and a genuine interest in enhancing the skills and capabilities of individuals and teams.

Desirable Criteria

  • A track record of successfully developing and implementing L&D strategies and programmes.
  • Experience in conducting needs assessments and designing targeted training and development.
  • Proficiency in leveraging technology and digital tools for learning and knowledge management.

Selection process details

Sift and Interview Dates
