Job description

The Lifting Operations Manager (Appointed Person) will provide support across all undertakings on the project involving all Lifting Operations under the control of Sacyr and its supply chain.

Responsible for supporting project teams on all lifting activities, including planning, execution and coordination of Lifting Operations throughout the construction phase and appointing competent Lift Supervisors to supervise Sacyr Lifting Operations.

RESPONSIBILITIES:

  • Fulfilling the duties of the Lifting Operation Appointed Person as defined in BS7121-1.
  • Planning and executing all Sacyr-controlled Lifting Operations on the project.
  • Ensuring that Lifting Operations are conducted in accordance with statutory requirements, Sacyr’s health and safety management system and industry good practice.
  • Oversight of all Lifting Plans developed by others on the project.
  • Coordinating Lifting Operations, of all complexities, across the project.
  • Appointing and managing competent lifting operation team members, including Lift Supervisors, Crane Coordinators, Slinger / Signallers and plant operators.
  • Ensuring that all lifting equipment and accessories are inspected, tested, maintained and used in accordance with statutory requirements.
  • Managing lifting operation rescue teams (tower crane, MEWPs, hoists, etc).
  • Promoting health, safety and welfare throughout the project.
  • Undertaking inspections and audits of Lifting Operations.
  • Taking care for personal health and safety and of any other person affected by their actions.
  • Co-operating with their employer and others in the performance of their statutory duties.
  • Not misusing or interfering with anything provided in the interests of health, safety or welfare.
  • Promoting and complying with the requirements of Sacyr Health, Safety & Welfare Policy and co-operating with Sacyr in its efforts to prevent accidents and ill health.

ESSENTIAL CRITERIA

  • Minimum of 10 years of Lifting Operations experience in a similar role.
  • Current CPCS Card (Appointed Person Category A61) or NPORS Card (Appointed Person Category N401)
  • Working knowledge of current UK legislation, standards and industry best practice related to Lifting Operations.
  • Working knowledge of BS 7121 Safe Use of Cranes (all parts)
  • Working knowledge of industry best practice related to Lifting Operations (CPA guidance and similar)
  • Skills, knowledge and experience of undertaking a Lifting Operations Manager role and being able to work under pressure whilst demonstrating clear leadership.
  • Have experience of working on major construction projects involving lifting with tower cranes, mobile and crawler cranes, lorry mounted cranes, excavators, telehandlers, MEWPs, hoists, static lifting equipment, etc.
  • Ability to evaluate safety practices, procedures, programmes, attitudes and awareness and to recommend methods of improvement.
  • Ability to maintain favourable relationships with other project stakeholders.
  • Ability to maintain records and prepare reports.
  • Excellent communication skills in English, both written and verbal.
  • Computer literate with experience of Microsoft PowerPoint, Excel, Word and OutlooK.

In addition to the above:

  • Advising managers, supervisors and operatives on Sacyr projects, depots and offices on statutory health and safety requirements relating to Lifting Operations.
  • Ability to prepare Lift Plans and safe systems of work for Lifting Operations of all complexities (Basic, Standard and Complex).
  • Providing support to the project team with respect to the Principal Contractor’s duties under CDM.
  • Managing and maintaining lifting equipment and accessory inspection and test registers.
  • Manage regular inspection and statutory thorough examination of lifting equipment and accessories.
  • Regularly inspecting Sacyr work locations and activities and issuing health and safety compliance reports.
  • Actively promoting and participating in Sacyr behavioural safety programmes.
  • Monitoring all Lifting Operations to ensure that safe systems of work are being followed.
  • Taking a leading role in supporting incident investigations involving Lifting Operations and implementing any lessons learned from investigations.
  • Providing site personnel with advice, support and encouragement in order that they may fulfil their duties effectively.
  • Maintaining knowledge and understanding of health and safety legislation and industry best practice as it relates to Lifting Operations.
  • Being aware of and actively complying with Sacyr health and safety procedures and technical standards relevant to the role’s responsibilities, including Lifting Operations, emergency preparedness, training, temporary works, plant and equipment, PPE, work at height, permit to work and incident management.
  • Setting a high standard of safe behaviour.
