77506 - Major Projects Surveyor

This Major Projects Surveyor will report to the Major Projects Consents Manager and will work within Capital Programme based in either our Bury St Edmunds, Stevenage, Colchester, Crawley, or Maidstone office. You will be a permanent employee.

You will attract a salary of £58,229 plus car and a bonus of 3%.

If you do not have all relevant competencies for the core grade, it will be appropriate to appoint at a lower grade until you have developed the required competencies.

Job Purpose

To acquire obtain and project manage the consent elements associated with delivery of Capital Programme and Major Connection schemes, including Land specialists, Planning specialist and Ecological specialists.

The Major Projects Surveyors report directly to the Major Projects Consents Manager. Dependent upon your assigned roles, you are responsible for the legal acquisition and protection (and disposal and subletting) of operational property freeholds and leaseholds, operational easements, statutory consents such as Planning and Environmental, Land Consents associated with Capital Programme, and Major Connections projects. We are interested to discuss the role with those who have experience in Land Rights, Planning Consent for Utilities and Ecology specialists.

Dimensions

  • No direct reports, but managing consent contractors, supporting colleague surveyors and Alliance Partners;
  • Negotiate with grantors, land agents, solicitors and consultants about the installation, retention, or alteration of the electrical network and any related consent.
  • Make justifiable decisions with Alliance Project Managers, and with the Consent Manager, regarding financial commitments, strategy and legal matters in association with delivery of Capital Programme Schemes;
  • Instruction of Network's Solicitor or external solicitors/partners;
  • To be a 'Point of Reference' on consent matters (inc junior team members)

Principle Accountabilities

  • Oversee own safety - ensuring that appropriate risk assessments and use of PPE are correctly applied on all occasions.
  • Implement ED2 Alliance Major Projects Consents strategy.
  • Report important performance measures, to the Alliance and SMT;
  • Implement processes concerning legal acquisition and planning consents for new freehold or leasehold operational property, deeds of grant, assets held on wayleaves and ensuring our Contractors are aware of and follow such processes;
  • Work with UK Power Networks' legal team, providing general legal and practical advice regarding the conveyance, leasing and subletting of operational property;
  • Resolve 3rd party disputes and conflicts, including compensation claims, public inquiries and strategic consent related engagement
  • Commercial awareness for the impact of consents negotiations and removal of Consents from the critical delivery path.
  • Maintain important partner relationships, in particular with major grantors and their agents and Statutory Authorities;
  • Represent CP Consents at meetings or workshops;
  • Promote and help to develop an outstanding team culture with working relationships and communications within the team and across the Business;.

Measure of Success

  • To meet Performance targets, with support and coaching.
  • Delivery and completion of all consents related projects.

Qualifications

  • MRICS or AssocRICS, MRTPI, MIEEM & CEcol and industry experience. With a high level of technical understanding concerning the legal aspects of operational property and consents management expected for Band E. Experience and working toward formal designations expected for Band F.
  • High level of business, commercial, environmental, safety, financial and regulatory awareness.
  • Competence and experience resolving Consents issues and in providing technical advice to Planning, Connections, Programme Delivery staff and Contractors.
  • Working knowledge of primary and secondary legislation concerning utilities' operations; in particular, statutory instruments affecting electricity distribution assets.
  • An understanding and an ability to provide commercial valuations associated with land purchases, leases and easements.
  • Broad knowledge of consents regimes including, Land consents, Planning Consents and Environmental Consents.
  • Familiar with the roles of, and relationships between, main external partners in the electricity utility businesses - including government, environmental, statutory authorities and business departments and agencies.
  • Knowledge of agriculture to negotiate compensation claims in respect of loss of crop, land compaction, damage or losses to livestock and remediation schemes.
  • Awareness of ISO 9001 principles and requirements in respect of quality processes.
  • Lone work, but a team player with excellent public relations and influencing skills
