The Neighbourhood Officer will assist the ASB and Neighbourhood Team Leader and Manager in the delivery of an effective customer orientated service with particular focus on property condition.
The successful applicant will carry out all neighbourhood-related tasks on your designated area of responsibility, including but not limited to, carrying out property inspections and taking the relevant action (including enforcement when necessary) to bring poor properties back up to a suitable standard.
You will be required to carry out all estate management-related tasks within your designated caseload and co-ordinate and undertake block, garden and site inspections and attend estate walkabouts with other agencies and residents.
The role will also involve dealing with customer enquiries, including face-to-face in their homes on a range of housing issues, including identifying possible breaches of tenancy requiring appropriate action to support tenants either directly or by referral to other agencies. This may also include, where necessary, referring cases to other officers within the Anti-Social Behaviour or Income Recovery Services to enable appropriate enforcement action to be taken.
You will be required to liaise with other departments within BCH, such as identify properties that may be abandoned and advising the Rents Team accordingly and also carrying out pre termination inspections where necessary. This will involve working with the Repairs Team, advising tenants on leaving the property in an acceptable manner and adding recharges where necessary. The role will also develop links with other outside agencies such as social services and mental health services.
The post holder will possess good verbal and written communication skills, including the ability to instigate difficult conversations, being clear on reasons, objectives whilst remaining empathetic and being able to record information in appropriate formats effectively, accurately and concisely between tenants, colleagues and external agencies.
Experience of assisting individuals with a wide range of challenging needs, a commitment to working with vulnerable people and the ability to work in a supportive and empathetic manner whilst empowering and promoting independence is essential, along with experience of working in a customer service role.
Applicants must possess 3 GCSE’s (or equivalent) at Grade C/4 or above, to include Maths and English and a qualification in Housing Studies or Customer Care is desirable.
Any offer of appointment will be subject to satisfactory clearance from the Disclosure and Barring Service (formerly known as a CRB check).

Supported Housing; including supported living in Sheltered Schemes, Young People’s Resettlement Schemes including Care Leavers and Emergency Housing for those that find themselves homeless. Our Care and Repair Service allows Blackpool residents to remain in their own homes through the Adaptations team providing the necessary aids/adaptations for this to be achieved.
