Job description

The Operating Experience Specialist is accountable to the Lead Operating Experience Manager for leading, developing and continuously improving the process of Operating Experience Feedback (OEF) and Learning from Experience (LfE) for NWS. They will ensure a high standard of event reporting and investigation is applied across the business.
Responsibilities
Operating Experience Feedback

  • To maintain competency as a Superuser for OSHENS, primarily for Learning Report Module, Hazard/Observation Module and Action Module.
  • To act as the facilitator during Event Review meetings in order to ensure the OSHENS database is updated with accurate information in a timely manner.
  • Support the requirement for trained and competent personnel across the business to support the day to day operations of OSHENS.
  • Provide appropriate training on OSHENS to ensure that there is sufficient skills and resilience across NWS to ensure that the system remains supported during working hours.
  • Promoting the standards and expectations of effective Operating Experience Feedback set by the Senior Lead Operating Experience & Improvement.
  • Maintaining professional links with external bodies for Operating Experience and Organisational Learning in order to benchmark and share.
  • Leading the development of the Learning Report, Observation Module and Action Module within OSHENS, including Querybuilder and other analytics tools.
  • To create and upkeep trending, analysis and data reports for OEF health.
  • To develop, maintain and provide regularly updated dashboard reports for NWS, Directorates and Teams as required by the business.

Learning from Experience
  • Act as lead for setting up the capture, indexing, storage and dissemination of Lessons Learned across NWS
  • Provide advice, facilitation and outlines for Lessons Learned Reviews, deputising for other team members as required.
  • Responsible for the provision of updated lessons learned to projects in line with expectations set out by NWS project documentation and to support external reviews.
  • Support the development of processes for implementing and evidencing continuous improvement across NWS as a result of lessons learned capture

Developing and Sustaining Continuous Improvement
  • Contribute to a continuous improvement culture by escalating failings and findings within OEF processes to allow implementation of necessary changes to prevent re-occurrence.
  • To provide meaningful metrics in order to show the health of OEF.
  • To participate in the scrutiny of events and investigating events when requested.
  • To actively participate in the review of management system documents relating to OEF.

Knowledge, Skills and Experience
Essential
  • A broad based knowledge of NWS including the repository site.
  • A broad based knowledge of the GDF programme
  • Broad knowledge of Industrial Safety/Emergency requirements and safety standards.
  • Knowledge of the techniques of auditing and analysing events to identify root causes, human factors, and adverse trends.
  • Knowledge and understanding of the NWS organisation
  • Experienced in the field of Organisational Learning, Data Analysis, Trending, Lessons Learned and Continuous Improvement
  • Experience in presenting information from data to all levels of the organisation, particularly to Subject Matter Experts and Senior Leaders

Desirable
  • Ability to identify improvements needed in systems alongside experience of implementing new processes to bring about changes in behaviours.
  • Leadership skills to develop and motivate fellow superusers to achieve section and NWS objectives.
  • Thorough knowledge of the NWS Standards and Expectations and Personal Safety Commitments.
  • Ability to coach and advise others to bring about continuous improvement in investigations, data capture and proactive interventions to improve culture.

Nuclear Waste Services (NWS) is a joint trading name of LLW Repository Limited and Radioactive Waste Management Limited.
This role will be employed by LLW Repository Limited unless the successful candidate is currently on Radioactive Waste Management Limited terms and conditions. In this situation the employee will continue on their current terms and conditions.
