Job description

To provide effective operational management for identified wards/teams and work streams within the service, promoting a positive and therapeutic culture at all times. The post holder will display high level communication and relationship skills, being able to negotiate with senior and junior team members and motivate, reassure and lead teams in a positive way and manner and at all times. Provide line management for Ward/Team Managers and others as appropriate. Ensure that human resources are efficiently deployed within identified areas and to be responsible for recruitment for these areas. Responsible for overseeing the budgets for relevant departments and ensure appropriate controls are in place and expenditure is within agreed limits, in order to achieve budgetary balance and reporting regularly to the Service Manager. In conjunction with the relevant HR staff, develop strategies to ensure the Services achieves a workforce capable of delivering quality recovery focused services and that the workforce is competent, confident and safe in the delivery of patient/service user treatment options in order to maximise recovery outcomes. In conjunction with the Service Manager review and monitor relevant establishments. Ensure that appropriate mechanisms are in place within wards, teams and work streams to monitor performance against service, network and Trust objectives and directly influence positive change whenever this is required. Responsible for ensuring that all staff within identified wards and teams receive an IPDR which identifies training and development needs. Ensure that management and clinical/professional supervision is implemented and delivered. Responsible for managing complex, sensitive professional/clinical competency and capability issues and for the implementation of any resultant actions for the individual or service. Work in partnership with others to develop local strategies that support the service to meet any national agenda specific goals. Act as an ambassador for the Specialist Service Network and Trust in the local and national health economy as appropriate, displaying key communication skills such as listening, influencing, motivating and assuring others. Contribute to the development of Network business plans and the delivery of key performance targets. To contribute to policy and procedure development within the service/network, taking responsibility for the implementation of all policies and procedures within the service and reporting and highlighting any gaps in practice. Recognise and value diversity in the workforce, by promoting anti-discriminatory behaviour and delivering an equitable culture, positively challenging any gaps in the service. Undertake the case manager role in identified areas (wards, teams and work streams) in complaints and investigations in accordance with Trust policy and local guidelines. Deputise for the Service Manager in their absence. Participate in local bronze on call systems as appropriate to the service. Undertake any other relevant duties as identified by the Service Manager. Attend the relevant Senior Leadership Team meeting, contributing positively and effectively to the meeting. To work with clinical teams to ensure risk assessments and management plans are in place and up to date. Monitor incidents, themes and lessons learned, share learning across the service. Undertake Three Day Reviews and chair RCAs as appropriate and participate in PIRs as requested, meeting identified time frames. Ensure the highest standard of care and performance within available resources, and ensure systems are in place to monitor this. Take appropriate and reasonable measures to review where necessary. Have local oversight of all relevant CQUIN/CQC inspections and performance measures within the service. Assure self of quality by carrying out audits, and establish processes with ward and team managers regarding the monitoring of performance. Take appropriate measures where necessary to improve performance. Support patient and carer involvement through working with service/user and carer leads to champion service user collaboration with all service developments. Address any concerns raised through complaints and lessons learned. Evaluate the efficiency and effectiveness of staff interventions through the monitoring of procedures and practices. To promote high standards of quality in corporate and clinical recording ensuring information is always recorded accurately, appropriately and kept up to date. In conjunction with the Service Manager and Head of Operations identify the resources needed to meet the individual needs of patients/service users. Responsible for overseeing the budgets for relevant departments and ensure appropriate controls are in place and expenditure is within agreed limits. Support the, Service Manager and Trust Accountants in annual budget setting, financial planning etc. Meet with the Service Manager for managerial supervision, appraisal, objective setting and personal development planning in order to support innovative ideas and the improvement of services and care. In collaboration with Team Managers, facilitate the development of a Life Long Learning culture encouraging shared learning opportunities across multi-disciplinary teams. Support staff development through induction, appraisal, personal development, including clinical supervision reflective practice and peer review. Take responsibility for own learning and development by recognising and taking advantage of all opportunities to learn in line with appraisal and supervision. Take reasonable care of the health and safety of self and others, recognising persons who may be affected by your acts or omissions at work and to co-operate with the Trust in adhering to statutory and departmental safety regulations. Work with the Trust Health and Safety and Clinical Risk Managers to implement risk management policy, ensuring that systems identify actual or potential risk to patients, relatives/carers, and staff are in place, and actions to minimise risk are implemented. Contribute to the control of risk and to report immediately, using the Trust Incident reporting system, any incident, accident or near miss involving patients, service users, carers, staff, contractors or members of the public. To ensure health and safety issues are reported for inclusion in the service Risk Register and action plans implemented as appropriate. Ensure all staff have completed their mandatory training and are up to date with all other trust measures, in conjunction with the ward or team manager. Ensure the implementation of action plans where appropriate/allocated. Ensure that the local fire procedure and risk assessment is followed and up to date. Play an integral part in ensuring safeguarding of children and adults policies and guidance are adhered to and form the basis of good practice across the service. Comply with legislation, policies and procedures and identify any gaps in the service. Contribute to the control of risk and report incidents, accident or near misses. To avoid unlawful discriminatory behaviour and actions when dealing with colleagues, service users, members of the public and all stakeholders. To access only information (where paper, electronic or in another media) which is authorised to you as part of the duties of your role. To ensure day to day activities embrace sustainability and reduce the impact upon the environment by minimising waste and maximising recycling, saving energy, minimising water usage and reporting electrical faults, water leakages, or other environmental concerns to the facilities department or their line manager. Maintain an up to date knowledge of the parameters of legislation and Trust Policies and procedures related to equality and diversity and monitor staff and team performance against these. Ensure good compliance with mandatory training and have oversight of any themes from complaints and learning, ensuring these are shared across teams. Treat everyone equally and with dignity and respect and ensure self and teams practice the Trust Values into action. Carry out all duties and responsibilities of the post in accordance with Equal Opportunities, Equality and Diversity and dignity in care/work policies and principles. Remain professional at all times, promoting positive behaviour at all times with colleagues, services users, members of the public and all stakeholders. Maintain information governance and confidentiality standards and ensure communication to anyone inside or outside the NHS, information relating to patients, services users, staff, contractors or any information of a commercially sensitive nature, is done within the strict guidance of information governance procedures and legislation. Undertake any other reasonable duty, when requested to do so by an appropriate Trust manager. Understand the Trusts strategic goals and values into action and how you can support them.
