Job description

Do you want to be a part of our team, improving the highway network, and helping us to make Oxfordshire an even better, safer, place to live, work and visit?

About us

It is an exciting time to join Oxfordshire County Council’s Highways team.

We’re determined to deliver a high quality, safe, sustainable, and reliable network. The service structure has recently been re-imagined, ensuring we’re best positioned to meet the high expectations of our customers, and evolving challenges such as climate adaptation.

Oxfordshire County Council is looking for an Operational Manger for Structural (Highway) Engineering and Electrical Assets to join our team!

About the role

The Operational Manager for Highway Structures and Electrical Assets leads a dedicated team managing the County Council’s bridges, underpasses, culverts, retaining walls, street lighting, and other electrical assets (excluding traffic signals) across the county.

This senior appointment, you will be the accountable officer for the Highway Structures and the Highway Electrical Assets teams; overseeing the design, development, and the delivery of a large portfolio of concurrent, and technically demanding capital highway works.

The role will ensure the County Council’s function as Technical Approval Authority for Highway Structures is appropriately discharged and will also have responsibility for overseeing the high-volume upgrade to an extensive stock of electrical assets, particularly that of Street Lighting and associated control systems.

About you

You will be a Chartered Engineer with a background predominately in Highway Structures, but with the ability to use sound engineering and project management skills to meaningfully engage with and to direct the Council’s activity regarding electrical assets.

You will demonstrate a unique blend of proven highway engineering competence / experience, with an equally important aptitude and skill for business planning and programme control.

You will have experience of working with Communities, Staff, Council Members, Partners and Suppliers to ensure the delivery of required outcomes, in a consistent way, using the right skills and the most appropriate delivery methods.

You will be adept at positively representing the County Council; whether that be in person, or through written correspondence.

You will have a strong programme approach to all aspects of service delivery and be able to use these skills to good effect in effective reporting, and ensuring intended outcomes are achieved.

The designated work location will be in County Hall, Oxford, although much of the work is anticipated to be able to be carried out whilst agile working, (i.e. other offices in Oxfordshire or from home). You will be occasionally required to carry out site visits and must be able to respond accordingly.

Rewards and benefits

•    Culture of flexible working
•    Technology to support agile working where role permits
•    Up to 33 day’s holiday p.a. plus bank holidays
•    Option to ‘buy’ additional holiday
•    Employee Assistance Programme including access to health and wellbeing support
•    Membership of the Local Government contributory pension scheme, with an employer’s contribution of up to 19.9%
