Background
What is an Immigration Removal Centre (IRC)?
An IRC is a secure building that holds detained individuals (residents) who are held prior to their removal from the United Kingdom or for nationality and identification purposes. There are currently six IRCs in England and one in Scotland, with two more planned to open in England soon, Haslar IRC and Campsfield House IRC.
All IRCs are overseen by the Home Office’s Immigration EnforcementDetention Services and are contracted out to private companies known as IRC suppliers who ensure all aspects of the IRC are run safely and securely, adhering to relevant policy, standards, and legislation.
Detention Operations
Detention Operations are part of Detention Services and have staff based in all IRCs across the UK. They ensure the residents detained there are being cared for safely and securely by the IRC Supplier in line with the standards set out by the contract and relevant legislation.

About the role
This is an exciting opportunity to work in a fast paced and varied role. You will be part of the Operational Performance & Planning Team whose role within Detention Operations is to drive initiatives that provide positive impact for Detention Operations and detained individuals whilst providing wider support to Detention Services and Immigration Enforcement.
This dynamic team were formed in October 2022, now consisting of five Higher Executive Officers (HEOs), four Senior Executive Officers (SEOs) and a Grade 7 who respond to the needs of Detention Operations.
In this short space of time the team have already undertaken several initiatives to improve Detention Operations and its processes. This includes refining reporting data for the Head of Detention Operations, helping facilitate remote interviewing for detained individual’s asylum claims, unifying compliance processes across the IRC estate and developing a smartphone network system for residents to use, as well as promoting voluntary returns through that system.
The team has four main workstreams: Compliance & Performance, Audit & Assurance, Planning & Resilience and the Initial Training Course (ITC) Review.
Compliance & Performance – tasked with chairing the Monthly Compliance Committee and engaging with the on-site compliance teams in the IRCs, including producing trend analysis of compliance work across the detention estate.
Audit & Assurance – tasked with chairing the Monthly Assurance Committee and oversight of third-party recommendations for IRCs and Detention Operations, as well as audit strategy and Detention Services Order consultations.
Planning & Resilience – tasked with drafting operational strategies and project management, including both proactive and reactive commissions, engaging with on-site IRC teams and other stakeholders to produce and develop new initiatives as well as updating existing processes.
ITC Review – tasked with reviewing and updating the current ITC and oversight of the delivery of the courses to new Detainee Custody Officers (DCOs), engaging with training partners and on-site IRC teams.
As an Operational Performance Officer, you will be reviewing and collating the data for one of the workstreams as well as interacting with colleagues across Detention Services plus other internal and external stakeholders in order to provide updates and facilitate progress.
Please Note: There is no shift working requirement, and therefore no AHW allowance available for these posts.
