The Team
Highways Maintenance sits within the councils Infrastructure team and is built on the success factors of inclusivity, diversity, support and encouragement. The team has an excellent record of delivering civil engineering projects across the city of Portsmouth and work with a wide range of colleagues and stakeholders both within and outside the council.
What is the role?
The role will provide client side leadership and expertise in the areas of highways maintenance Operations and Performance management and to be the interface with the Service Provider (Ensign/Colas) in such matters.
Post-handback, the Council expects to procure on-going highway services for the maintenance, management and operations of the network. As the Operations and Performance expert, you will play a key role in contributing towards determining the Council's future strategy for delivering highway services.
Who we are looking for?
We are looking for a dedicated professional who will support the Team Leader in the scrutiny and application of the PFI contract and ensure that the council and members of the public are getting best value for money in terms of network management, Operations and Performance of the service provider (Ensign/Colas).
You will work closely with the service provider to implement change and continual improvement. You will have the skills and ability to read, understand and apply the PFI contract to achieve best value for Portsmouth City Council.
You will have vision and set high performance standards and achieve them, as well as inspire your peers and those that report to you to attain high goals. You will have a customer focus and be prepared to improve the journey for both stakeholders and customers alike.

What you'll need to succeed
You will be educated to degree level or equivalent with a demonstratable level of experience of working with and improving the performance of a highways maintenance contractor in terms of network management and operational performance or similar.
You will be capable of leading a small team of inspectors and have the ability to work with third parties (consultants, lawyers and technical experts).
You will be an excellent communicator, both written and spoken; experienced in reviewing delivery performance, carrying out research and preparing reports. You will have experience of leading successful negotiations, holding contractors to account and applying appropriate sanctions where necessary to ensure effective performance management of service delivery.
