Job description

This is an exciting and high-profile leadership role within the Department for Transport, where you will have regular exposure to Senior Officials and Ministers. You will be a core part of the Operations team within the central resilience and security team in the department responsible for leading and co-ordinating whole of department response activity.

You will need to be resilient, capable of working at pace and happy to work in an environment where roles might need to be flexible at times. You also need to be confident in communicating with peers, seniors and key stakeholders within the DfT family and across Whitehall. You will need to operate with a team first mentality in a fast-paced environment to support and achieve together. This role is an exciting operational response role. You will be required to take part in emergency responses dealing with high pressure situations that emerge suddenly. Because this job responds to the unexpected there will be times when you are required outside of normal work hours.

You will play a key role in supporting the DfT response team and the wider Department to be operationally ready to deal with large scale incidents on the transport network. The post holder will provide critical support across all aspects of the division’s work, covering security, counter terrorism and civil contingencies.

Responsibilities

Key accountabilities of the role include:

  • Supporting the Department’s operational response incidents impact the transport sector.
  • Supporting your line manager to manage and maintain Standard Operational Procedures (SOPs), you will ensure DfT has effective contingency arrangements in place; embedding a more agile and resilient response across the Department.
  • Horizon scanning for near term risks, and interpreting how real time incidents may affect the Transport Network and in turn what actions your team need to take.
  • Ensuring DfT has effective operational crisis management equipment and infrastructure in place to support incident response activity and that these are regularly reviewed and tested.
  • Supporting the Department’s situational awareness through management of central inbox and operating TSOC’s bespoke situational awareness tools.
  • Work with subject matter experts within DfT and its agencies to ensure DfT has effective operational crisis management procedures in place.
  • Represent the Department at cross-Government meetings acting as an advocate for DfT’s interests.
  • Form a core part of the Department’s out of hours on-call rota.
  • Fill key roles within the Departmental Operations Centre during a response.

Person specification

You will need to demonstrate being resilient, capable of working at pace and happy to work in an environment where roles might need to be flexible at times. You can operate with a team first mentality in a fast-paced environment to support and achieve together. You are someone who is confident in communicating with peers, seniors and key stakeholders within the DfT family and across Whitehall. You can identify risks from incomplete or limited data and have the ability to mitigate risks following prescribed processes.

Additional Information

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

Occasional travel to other DfT offices will be required.

The role holder will need to take part in evening and weekend duty on-call rotas, and will need to be available to work in the event that an out of hours incident requires it. You will therefore receive a Recruitment and Retention Allowance, in addition to your salary, in recognition for fulfilling on-call duties and working out of hours.

You will be on a rota approximately one week in six to monitor and receive any emergency calls.

This allowance will be subject to regular review and may be changed or removed. You will receive a 6 week notice of any change, or withdrawal of this allowance.
