DWP hosts the Synergy Programme on behalf of MoJ, Defra, Home Office, and DWP. The programme is part of the People, Capability and Place Group within DWP.

We’re looking for people who are flexible, intuitive and are comfortable taking high levels of volume, speed and complexity in their stride.

A number of exciting new roles have come up in the Synergy Programme, a cross-departmental group formed in response to Government Business Service’s request for individual departments to group together in ‘clusters’ to drive efficiencies, increase buying power and improve the quality of shared service to our end users – our people.

The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Department of Work and Pensions hosts the Synergy Programme. Your work will impact the procurement arrangements for the next 15 years, impacting over 50% of all Civil Servants – that’s 230,000 people across the four departments and arm’s length bodies.

Success of the Programme is crucial as Civil Servants rely on shared services to provide business critical tools in human resources, finance, payroll, and procurement. It affects everything we do, from joining a department as a new starter, the way we claim for expenses, how we buy goods and services such as our laptops and canteen provisions, to the way we receive our pensions when we retire.

But most importantly, we’re looking for applications from people who can also demonstrate a passion for our core ambition - delivering a once in a generation, transformed service that Civil Servants will use as a result of the Synergy Programme.

We have an exciting opportunity for aPerformance, Data, and Insights Lead to join the Design and Implementation workstream.

This is a new post, and we’re looking for someone who can bring Performance, Data, and Insights expertise to deliver end-to-end services for the Synergy Programme. You will deliver these from design phase to the live service. The role is a key role and will join an established senior management team. Adaptability and agility are essential skills, as the Synergy Programme operates in a fast-paced and complex environment.

Successful candidates can be expected to be involved in the following:

  • You will have leadership responsibility for designing and implementing the data-led Performance Strategy, utilising strong collaboration skills to work with stakeholders to drive service-focussed outcomes for the transformed shared services solution.
  • You will work closely with various stakeholders and multi-disciplinary teams in the Synergy Programme, other Government departments, and the System Integrator to develop a Performance Strategy within which the future services will operate.
  • Develop the requirements of the performance measurement frameworks, including KPIs, goals, user needs, benefits, for the future service.
  • Work with project teams to identify, assess, validate, and implement appropriate analytics tools against identified performance measurement frameworks.
  • Utilise your deep knowledge of data trends and analytics to identify opportunities for convergence of performance, data and Insights MI across the 4 Government departments within the Synergy Programme cluster.
  • Analysing data, with expertise in data visualisation techniques and tooling, to enable evidence-based and actionable data story-telling to share with stakeholders inform decision-making.
  • Inform the iterative design of the service to ensure effectiveness, efficiency, and accuracy.
  • Ensure data and analysis frameworks are of high quality and are accurate, and work with a variety of qualitative and quantitative data sources.
  • Provide challenge and data expertise and collaborate with other digital and analytical professions, especially user researchers, to provide collective insights.
  • Act as the Synergy Programme’s Ambassador for performance analytics, engaging colleagues across the Programme to embed a performance-focused culture.
  • Work collaboratively with our System Integrator partner whilst advocating for the needs of the business and Programme.
