Planning Strategy And Implementation Manager

Seeking a talented Planning Strategy and Implementation Manager to join their team on a contract basis. Working alongside the Assistant Director of Planning and Regeneration, this role is pivotal in delivering the Development Plan within a set timescale. You will manage all aspects of the Planning Strategy and Implementation Team and support the team in achieving these goals.
You will be responsible for identifying and verifying benefits from the development plan and future wider South Essex plans, projects and programmes. Several projects will be underway at any given time, and the added value of these projects to the Borough will range enormously. Adaptability to the needs of both the Development Plan and the Regeneration and Growth Agenda of the borough is essential.
It is vital you have excellent influencing skills and can swiftly build strong working relationships with internal and external stakeholders. Confidence and ability to work at pace whilst supporting a team through a period of change are critical. If you have previously worked as a Policy Manager or Team Leader within a policy department, this role could be an excellent match for your skills.
Key Responsibilities:

• Deliver expert advice on the planning aspects of programmes and projects under the remit of the Assistant Director, ensuring compliance with statutory, regulatory and best practice requirements and guidelines.
• Lead and manage the Planning Strategy and Implementation Team, ensuring efficient operation of the service in line with statutory, legislative requirements, and corporate council objectives.
• Lead the preparation, review and delivery of all aspects of the development plan, associated guidance, and other planning implementation requirements, including developer contributions.
• Collaborate with the Development Manager to negotiate with developers regarding policy and financial aspects of developments to ensure site viability, sustainability, and deliverability.
• Promote the council's aims and objectives, engaging with key partners, stakeholders, and staff to enhance understanding of the corporate objectives.
• Provide expert input into external funding applications and bid submissions for opportunities to secure third-party funding for projects under the remit of the Assistant Director.
• Promote excellent performance management and support corporate change and continuous improvement initiatives, using innovative, affordable, and sustainable solutions to improve service performance.
• Manage budget-related information for the Planning Strategy and Implementation Team, including monitoring planning obligation income and ensuring it aligns with infrastructure priorities.
• Work with the Assistant Director on reviews related to Planning and Regeneration or other services as requested, and implement recommendations for service improvements from these reviews.

Job Requirements:

• Extensive local government experience in a planning policy environment, providing high-level advice in a corporate setting.
• Proven project, resource, and people management skills coupled with strategic planning experience.
• Clear evidence of effective financial management and commercial acumen, successfully aligning demand with resources.
• Demonstrable experience in participating in complex change programmes and projects.
