We are seeking a motivated person who is both keen to understand the key planning processes and applications that support delivery of large scale and strategic site and proposals and work in a multi-disciplinary team seeking to respond on a variety of complex projects within set tight timeframes.

The Role

The Planning Technician primarily supports the role of the Council as a statutory consultee in the in the Town and Country Planning Act 1990 and Planning Act 2008 process for Nationally Significant Infrastructure Projects (NSIPs) and, where appropriate, the master planning process. The role requires you to communicate with internal/external stakeholders to facilitate and support officers' who will be responding to ECC's single, corporate response approach, for NSIPs and large-scale, complex planning applications.

The role will enhance service delivery and performance by providing support to professional planning staff with NSIPs, Garden Communities and strategic proposals. The role also will support development of ECC's web-based and electronic consultation and case-management systems and will involve using spreadsheets, trackers and invoicing software to deliver support the Planning team.

Accountabilities:

• Support the Growth and Development Team through the provision of a co-ordinated administrative, project monitoring and business information service, to improve business and operating processes.
• Specifically support all project administration for planning applications, NSIPs, Garden Communities and strategic development projects, supporting the programme and project teams and all meetings.
• Accurately capture and update all relevant project information systems to support the Growth and Development Team ensuring they are maintained in accordance with Data Protection principles.
• Support project managers and project leads with all administrative tasks to manage documentation, project updates, stakeholder engagement, financial planning and monitoring, and working to statutory deadlines.
• Providing appropriate responses to internal / external enquiries on general planning issues
• Managing the Growth and Development team inbox to identify large-scale and complex planning proposals and signposting colleagues accordingly

The Experience You Will Bring:

Essential:

• A willingness to learn and be involved in the NSIP processes and procedures and major planning
• 4x GCSEs at A-C including Maths and English, or equivalent (e.g. Geography and/or IT), and/or 2x A or AS Levels in any subject, or NVQ Level 2 in any subject, or equivalent;
• Demonstrable experience of performance and/or project management is desirable.

Desirable:

• Proven experience of using management information systems, especially databases and websites.
• Experience in using Microsoft Office - word processing, spreadsheets, databases, PowerPoint, Outlook and a willingness to become proficient in using Planning Software and corporate invoicing systems.
